About this opportunity
The City of Ocala is requesting proposals for mixed-use development on a 1.15-acre catalytic opportunity site (Lot #5) in the Downtown Community Redevelopment Area through an Invitation to Negotiate (ITN), with proposals due September 7, 2026 at 2:00 PM EST and questions due August 17, 2026 at 5:00 PM EST.
The scope requires residential use (mandatory) combined with any mix of retail, restaurant, office, or cultural uses on a Form Based Code–zoned parcel currently serving as surface parking. The site is strategically located near the Downtown Square, a planned hotel, the Osceola Trak, and Marion County Courts Complex. Proposers must demonstrate compliance with Florida Statutes 287.087 (Drug Free Workplace), 448.095 (E-Verify employment eligibility verification), and 287.133 (Public Entity Crime prohibitions), and must carry standard insurance coverage. Development must incorporate accessible, aesthetically attractive design supporting vibrant street life and pedestrian-oriented public realm, with particular attention to parking solutions given displacement of the existing surface parking use.
The RFP references supporting exhibits including the 2017 Midtown Master Plan, 2004 Downtown Master Plan, Form-Based Code requirements, geotechnical reports, boundary surveys, and planning studies. The City intends to implement mobility and connectivity enhancements to support development strategies articulated in the Master Plan.
Electronic submission through www.bidocala.com or www.florida.prorfx.com is mandatory; no alternative submission methods are accepted. The City prohibits all communication with City officials during the submission process; violations result in bid disqualification and up to three years of debarment from City contracts. All proposals become public records upon award recommendation or ten days after opening, subject to Florida public disclosure laws, unless properly designated as confidential or trade secret material with appropriate redactions.
Opportunity text
The City of Ocala (City), through this Invitation to Negotiate (ITN), seeks proposals from interested and qualified developers, builders, partnerships and/or agencies interested in constructing a mixed-use development on this parcel to include any combination of the following preferred mixed uses: residential (required), retail, restaurant, office, or cultural.
The property is located in the Downtown Community Redevelopment Area (CRA), per the Midtown Master Plan (2017) attached hereto as Exhibit A, the subject site has high catalytic impact potential and is advantageously situated within close proximity to a number of both downtown and midtown amenities and employment centers including the Downtown Square and future hotel, the Osceola Trak, and the Marion County Courts Complex. Foundationally, the Plan provides proposers with existing condition information, Midtowns missions and goals, land use and development concepts, supporting strategies to further improve Midtown and a priority listing of implementation steps for the city and its partners to follow in order to fully reach the results this Plan now envisions. While the selected proposers and property owners work to implement those portions of the Plan that fulfill their development goals, the city will earnestly and methodically work to implement the mobility and connectivity enhancements needed to support many of the other development strategies in the Plan.
