About this opportunity

The Tennessee Wildlife Resources Agency is soliciting a Request for Information for the design, implementation, and administration of a Remote Easy Access License (R.E.A.L.) point-of-sale system to replace legacy infrastructure, with RFI responses due October 2, 2026 at 2:00 p.m. Central Time. Written questions are due September 11, 2026, and the state will respond to those questions by September 25, 2026.

The scope encompasses development of a centralized platform managing the complete lifecycle of hunting and fishing licenses, boat registrations and titling, game harvest reporting, quota hunt draw applications, reservations management, captive wildlife permitting, commercial fishing licenses, boating and hunter education data, and other fee collection items. The system must support real-time transaction processing across in-person point-of-sale, web, mobile, and administrative interfaces with 99.97% monthly uptime availability and 24/7 public-facing web and mobile portals. TWRA processes approximately 1.1 million license sales annually across 245 license types, 91,000 quota hunt applications, 200,000 harvest records, and 125,000 boat registrations. Real-time revenue collection via ACH processes, automated eligibility validation, comprehensive financial reconciliation tools, and stringent security protocols are mandatory. The contractor must comply with the Tennessee Business Solutions Methodology, maintain cyber liability insurance of $10 million per occurrence and aggregate, and achieve one of six specified third-party security certifications or authorizations including ISO/IEC 27001:2022, FedRAMP, or SOC 2 Type II. All state data must be encrypted using FIPS 140-2/140-3 standards and housed in the continental United States. Disaster recovery capabilities with a 24-hour Recovery Time Objective and 12-hour Recovery Point Objective are required.

The RFI requests technical and cost information, including legal entity name, contact information, experience with similar services, typical pricing units, and price ranges. Respondents may submit redline changes to the pro forma contract excluding changes contradicting applicable law, mandatory requirements, or schedule deadlines. RFI responses become property of the State and will remain confidential until after evaluation of any subsequent formal procurement. This RFI does not create contract rights or establish a prerequisite for participation in future solicitations.
