About this file

This is Amendment 4 to Request for Information (RFI) #32801-REAL2026 issued by the Tennessee Wildlife Resources Agency for the development, implementation, and administration of a Remote Easy Access License (R.E.A.L.) point-of-sale system. The RFI seeks to replace legacy infrastructure with a centralized platform managing the complete lifecycle of hunting and fishing licenses, boat registrations and titling, game harvest reporting, quota hunt draw applications, reservations management, captive wildlife permitting, commercial fishing licenses, and other fee collection items. The system must support real-time transaction processing across in-person point-of-sale, web, mobile, and administrative interfaces with 99.97% monthly uptime availability and 24/7 public-facing web and mobile portals. The amendment updates the RFI schedule with the following key dates: the written questions and comments deadline is September 11, 2026 at 2:00 p.m. Central Time; the state will respond to written questions by October 21, 2026; and RFI responses are due October 28, 2026 at 2:00 p.m. Central Time.

The RFI requests technical and cost information from respondents, including legal entity name, contact information, experience with similar services, typical pricing units, and price ranges. Respondents may submit redline changes to the pro forma contract provided such changes do not contradict applicable law, mandatory requirements, or schedule deadlines. Tennessee Wildlife Resources Agency processes approximately 1.1 million license sales annually across 245 license types, 91,000 quota hunt applications, 200,000 harvest records, and 125,000 boat registrations. Mandatory requirements include compliance with the Tennessee Business Solutions Methodology, cyber liability insurance of $10 million per occurrence and aggregate, achievement of one of six specified third-party security certifications including ISO/IEC 27001:2022 or SOC 2 Type II, encryption of all state data using FIPS 140-2/140-3 standards with data housed in the continental United States, and disaster recovery capabilities with a 24-hour Recovery Time Objective and 12-hour Recovery Point Objective. RFI responses become property of the State and will remain confidential until after evaluation of any subsequent formal procurement; this RFI does not create contract rights or establish a prerequisite for participation in future solicitations.
