About this opportunity
Greenville County is soliciting design services for the replacement of the East Dorchester Boulevard Bridge through Request for Proposals #26025. The project involves replacing an existing 75' long by 38.5' wide two-lane concrete bridge that spans a tributary of Brushy Creek near Interstate 85. Design services will encompass comprehensive five-phase work including data collection, geotechnical investigations, surveying, preliminary and final engineering design, permitting, utility coordination, bid document preparation, and construction engineering inspection. Proposals are due by September 19, 2025 at 3:00 pm, with a tentative contract award date of September 29, 2025, and a planned notice to proceed on October 10, 2025. The evaluation will utilize a 100-point scoring system equally weighted across five criteria: Team & Qualifications, Technical Approach, Pricing, Experience & Performance, and Understanding & Support. Respondents must be SCDOT prequalified and demonstrate bridge design specialization with professional registrations and experience in similar bridge replacement projects.
The procurement appears to have no specific set-aside designations for disadvantaged enterprises. Respondents must be qualified engineering consultants with demonstrated expertise in bridge design and infrastructure replacement. The new bridge is anticipated to be similar in size to the existing structure, with no noted requirements for integration with existing technology or infrastructure. While specific budget ranges are not explicitly detailed, the proposal includes a lump sum base services cost covering all scope items and deliverables through bid-ready documents, with optional additional services priced at hourly rates for construction phase services, additional geotechnical investigations, and right-of-way acquisition support. Contractors will be required to provide comprehensive insurance, including $1,000,000 in comprehensive general liability coverage, automobile liability coverage, and statutory worker's compensation. The contract may include provisions for up to four annual renewals, with the County retaining the option to extend the agreement by providing at least 30 days' notice prior to the termination date.
