About this opportunity

The City of Sun Prairie Wastewater Department is seeking qualified engineering consulting firms to design a comprehensive biosolids handling upgrade for its Water Pollution Control Facility. The project involves developing a system that addresses volume reduction, enables Class A biosolids production, incorporates a solar dryer, and provides redundancy in thickening and dewatering operations. Key deliverables include preliminary design in Q2 2024, final design by Q3 2024, and subsequent submission of Wisconsin Department of Natural Resources and Clean Water Fund loan applications in Q4 2024. Proposals are due on January 19, 2024, at 12:00 PM CST, with an optional site walk-through scheduled for December 21, 2023, at 3040 Bailey Road in Sun Prairie. The evaluation process will use a 100-point weighted scale, assessing firm qualifications (40 points), relevant experience (30 points), project team availability (10 points), sustainability (10 points), and additional points for DBE/WBE/DVB certification (5 points) and local preference (5 points). Proposers must demonstrate expertise in Class A biosolids systems, solar biosolids drying technologies, and familiarity with funding mechanisms including Clean Water Fund and federal and state grants.

The procurement includes specific provisions for Disadvantaged Business Enterprise (DBE), Women Business Enterprise (WBE), and Disabled Veteran Business (DVB) certifications, with 5 points allocated to these categories. Certified businesses will receive the full 5 points, while non-certified businesses will receive zero points. The project anticipates funding through a combination of reserve funds, a low-interest Clean Water Fund loan, and a $3.2 million grant specifically designated for the solar dryer component. The current wastewater treatment facility serves approximately 39,000 people and produces 5,000 wet tons of biosolids annually, with projections to increase to 7,000 wet tons by 2045. The contract term is set from February 7, 2024, to February 7, 2025, with an option to extend for one additional year. Proposers with Wisconsin project experience will receive higher ranking in the evaluation process. The project's total present worth cost is estimated at $41.7 million, with an anticipated user cost increase of approximately $9.10 per month for average residential customers.
