About this opportunity

Flagler County, Florida, through its Engineering Department, Road and Bridge Division, has issued a Request for Statement of Qualifications (RSQ) to pre-qualify three to four design-build contractors to provide on-call, miscellaneous design-build services for small to mid-scale transportation, drainage, bridge, and related infrastructure projects on an as-needed basis. The scope of services encompasses preliminary engineering and constructability reviews, surveying and geotechnical coordination, engineering design and construction document preparation, permitting and regulatory coordination, construction and installation activities, construction engineering and inspection support, project scheduling, cost estimating, quality control and assurance, and project documentation and close-out services. Qualified contractors must demonstrate experience and capability in one or more FDOT work classifications, including bridge deck overlays, bridge painting, cathodic protection, debris removal, drainage, fencing, flexible paving, grading, grassing and seeding, guardrail, hot plant-mixed bituminous course, intermediate bridges, landscaping and tree removal, pavement markings, Portland cement concrete paving, roadway signing, traffic signal work, and related work classes. All work must be performed in accordance with FDOT Standard Specifications, FDOT Design Standards, the Florida Greenbook, County standards, and all applicable local, state, and federal regulations. A non-mandatory pre-proposal meeting is scheduled for May 14, 2026, at 10:00 a.m. at 1769 E. Moody Boulevard, Building 2, Bunnell, Florida 32110, with Statements of Qualifications due through OpenGov Procurement by June 8, 2026, at 2:00 p.m. local time. Proposers must possess all appropriate professional licenses, certifications, and FDOT prequalification documentation, maintain specified insurance coverage including Worker's Compensation, Commercial General Liability of $2,000,000, Automobile Liability of $1,000,000, and Professional Liability of $1,000,000.

No specific set-aside designations or restrictions on organizational types have been identified in the procurement documentation. Compensation for awarded contracts will be negotiated on a project-by-project basis, with the County electing to provide compensation in lump-sum or unit cost format, and progress payments may be requested monthly. There is no guarantee of work or minimum contract value associated with these agreements, as selection is based solely on qualifications; when project needs arise, the County will issue project-specific scopes of work to a minimum of three pre-qualified contractors and award to the lowest responsive and responsible proposer consistent with County procurement policies and applicable Florida Statutes. The contract may be terminated by the County without cause by providing a minimum of thirty days' written notice, and no incumbent vendors or current contractors are listed. No existing infrastructure or technology integration requirements are specified in the available documentation.
