About this file

This Question & Answer Report pertains to a Request for Statement of Qualifications (RSQ) issued by Flagler County, Florida, for Design-Build Services on an As-Needed Basis for Road and Bridge Repair and Maintenance Projects. The County seeks to pre-qualify three to four design-build contractors to provide on-call, miscellaneous services including preliminary engineering, surveying, design, permitting coordination, construction, and inspection support for small to mid-scale transportation and infrastructure projects. Contractors must demonstrate experience in FDOT work classifications such as bridge deck overlays, painting, drainage, paving, and related work. The RSQ response deadline is June 15, 2026, at 2:00 p.m., with a non-mandatory pre-proposal meeting held on May 14, 2026. The resulting contract will be valid for three years with options for two subsequent one-year renewals.

Key clarifications from the Q&A process include that only the prime contractor is required to submit forms and documentation at the RSQ stage, with subcontractor information potentially requested after project awards. Proposals must include a cover letter and statement of interest in Tab 1, an updated E-Verify Acknowledgement Form, professional personnel qualifications for the design-build team, and formal letters of reference—reference sheets without formal letters are not acceptable. No specific text or font size requirements apply, though standard 8.5" x 11" paper is suggested. Compensation will be negotiated on a project-by-project basis with no guaranteed minimum contract value, as the County will issue project-specific scopes of work to a minimum of three pre-qualified contractors and award to the lowest responsive and responsible proposer. Contractors must maintain specified insurance coverage including Commercial General Liability of $2,000,000, Automobile Liability of $1,000,000, and Professional Liability of $1,000,000, and possess all appropriate professional licenses and FDOT prequalification documentation.
