About this opportunity
The City of St. Petersburg, Florida is seeking design-build services for a progressive design-build contract to replace approximately 7,000 linear feet of 36" Pre-stressed Concrete Cylinder Pipe (PCCP) at the Northeast Water Reclamation Facility (NEWRF) and approximately 15,286 linear feet of 30" PCCP reclaimed water main at the Northwest Water Reclamation Facility (NWWRF). The project targets pipes installed in 1977 using Interpace Corporation pipe with Class IV prestressing wire, which is known to be prone to premature failures. Qualified design-build firms will be selected through a two-step procurement process, initially shortlisting a minimum of three firms based on Statements of Qualifications, potentially followed by oral interviews. The Request for Qualifications (RFQ) was released on April 8, 2024, with questions due by April 19, 2024, and responses required by May 9, 2024, at 3:00 pm. Evaluation criteria will include team background (31.6%), experience (26.3%), project approach (21.1%), and diversity outreach (12.6%), with shortlisting scheduled for May 20, 2024, and interviews/selections on June 10, 2024.
The project includes specific requirements for small business enterprise participation, with a focus on employing disadvantaged workers and apprentices. Vendors must comply with local regulations, including Small Business Enterprise Program requirements, and aim to have 15% of construction hours performed by disadvantaged workers and apprentices. Insurance requirements are comprehensive, including $5 million in commercial general liability, $2 million in commercial automobile liability, and pollution liability coverage. The project emphasizes diversity and local economic participation, with potential opportunities for Minority Business Enterprises (MBE), Woman-Owned Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), and Small Business Enterprises (SBE). The total project budget is approximately $36.8 million, with the project scheduled for completion by the end of 2028. Contractors must have key personnel with a minimum of ten years of applicable experience and be prepared to work closely with city staff, conduct field investigations, obtain permits, and minimize community impacts throughout the infrastructure replacement process.
Opportunity text
The NEWRF PCCP Replacement is Phase 4 of a series of projects to replace the PCCP transmission main supplied from the Northeast Water Reclamation Facility (NEWRF). The project involves the replacement of approximately 7,000 linear feet of 36" Pre-stressed Concrete Cylinder Pipe (PCCP) installed in 1977 along 77th/78th Avenue North, from 16th Street North to 1st Street North, using Interpace Corporation pipe manufactured with Class IV prestressing wire, which is known to be related to premature pipe failures.
The NWWRF PCCP Replacement involves the replacement of ~15,286 linear feet of 30" PCCP reclaimed water main (RWM) supplied by the Northwest Water Reclamation Facility (NWWRF). Like the NEWRF reclaimed water main, the NWWRF main was constructed using Interpace Corporation pipe manufactured with Class IV prestressing wire, which is known to be related to premature pipe failures. The section of the main to be replaced starts at the NWWRF and then runs south through the Azalea Recreation Center and along 72nd Street N., west on 8th Ave. N., South on unimproved right-of-way for 73rd Street N. and then along 73rd Street N., east on 2nd Avenue S. through Circle Park, and east along Poinsettia and 5th Avenues S. to 64th Street S. where it connects to the existing main.
