About this file
This document is an Exhibit C - Statement of Qualifications Requirements for a Design-Build project by the City of St. Petersburg, Florida, specifically for the NEWRF & NWWRF PCCP Replacement (Project No. 23109-100). The document outlines comprehensive submittal requirements for contractors interested in this water infrastructure replacement project, which involves replacing approximately 7,000 linear feet of 36" Pre-stressed Concrete Cylinder Pipe (PCCP) from the Northeast Water Reclamation Facility and about 15,286 linear feet of 30" PCCP reclaimed water main from the Northwest Water Reclamation Facility. Contractors must prepare a 75-page PDF Statement of Qualifications that addresses multiple sections including project team composition, key personnel details, reference projects, firm qualifications, project approach, technology capabilities, and other required documentation.
The submittal requirements are highly structured, with specific page limitations for each section and detailed instructions for presenting information. Contractors must demonstrate relevant experience through five reference projects each exceeding $15,000,000, provide comprehensive details about their project team and key personnel, and include information about their technological capabilities, network security, and records retention. The document also requires contractors to disclose any prior contractual failures, provide business outreach plan details regarding minority/women/disadvantaged business enterprise certifications, and submit current applicable Florida licenses. The evaluation appears focused on technical competence, experience, and organizational capabilities rather than immediate pricing, with an emphasis on the contractor's ability to successfully execute complex water infrastructure replacement projects.
