About this opportunity
The City of St. Petersburg, Florida is seeking a Design-Build firm to complete the Beach Drive and North Shore Drive NE Watermain Replacement Project (Project No. 23151-100), a critical infrastructure improvement initiative in the Old Northeast neighborhood. The project involves replacing approximately 14,000 linear feet of outdated water infrastructure, including 2-inch to 8-inch watermains currently consisting of polyvinyl, cast iron, and galvanized piping installed during the 1950s and 1960s. Qualified firms must submit statements of qualifications demonstrating expertise in design, construction, utility coordination, permitting, and comprehensive infrastructure restoration. The Request for Qualifications (RFQ) was released on April 8, 2024, with questions due by April 30, 2024, and responses required by May 9, 2024 at 3:00 pm. Evaluation criteria will prioritize team background and key staff availability (30%), experience and relevant project examples (25%), and project approach (20%), with the selection process including an evaluation and shortlisting on June 3, 2024, interviews on June 20, 2024, and an anticipated recommendation of award to City Council on August 1, 2024.
The procurement emphasizes diverse business participation, requiring small business enterprise (SBE), minority business enterprise (MBE), disadvantaged business enterprise (DBE), and women-owned business enterprise (WBE) engagement. Additional social responsibility requirements include mandating that 15% of construction hours be performed by disadvantaged workers and 15% by apprentices. The project has a total budget of $7,000,000 and will require the selected Design-Build firm to be licensed as a general contractor in Florida and retain a Professional Engineer registered in the state. Insurance requirements are comprehensive, including $5 million in commercial general liability, $2 million in commercial automobile liability, workers' compensation, pollution liability, professional liability, and builder's risk insurance. The Design-Build firm will be responsible for developing a Guaranteed Maximum Price (GMP), maintaining extensive public communication, obtaining necessary permits, and ensuring compliance with federal and state regulations, with all project documents to be owned by the City.
