The project involves replacing approximately 14,000 linear feet of 2-inch to 8-inch watermains in the Old Northeast neighborhood, encompassing two sections: a 6-inch cast iron watermain from 5th Avenue NE to Elm Street NE, and multiple pipes along North Shore Boulevard NE from 7th to 18th Avenue NE. The DB Firm will be responsible for pre-construction services, design, permitting, construction, and restoration, with an estimated project timeframe of 2024-2027. The scope includes hydraulic analysis, utility coordination, design development, construction, and comprehensive restoration of roadways, curbs, and ramps.
The contract will be awarded at a Guaranteed Maximum Price (GMP), with the DB Firm required to be licensed as a general contractor in Florida and retain a Professional Engineer registered in the state. The project emphasizes minimizing impact on residents and businesses, maintaining utility services, and ensuring quality construction. The City will provide initial survey and GIS information, and the DB Firm must develop multiple GMPs potentially covering different design components and construction sequences. Small Business Enterprise (SBE) participation is required, and the firm must maintain extensive public communication, including a 24/7 contact number, public meetings, and a project website. The DB Firm will be responsible for obtaining necessary permits, conducting testing, and ensuring compliance with federal and state regulations, with all project documents to be owned by the City.

3. Background
The Old Northeast neighborhood is supplied by water through a network of mostly cast iron and galvanized piping installed during the 1950s and 1960s. Due to outdated pipe materials and a corrosive environment, the pipes have reached the end of their anticipated useful life and will need to be replaced. In addition to interruption of water service, road surface damage, and other financial liabilities, the watermains are a significant contributor to water loss due to leaks and an increase in flushing to maintain water quality. The City has been replacing pipes under the Galvanized and Unlined Pipe Elimination Program. This project will address the replacement of approximately 14,000 linear feet of 2-inch to 8-inch, polyvinyl, cast iron, and galvanized watermains in the Old Northeast neighborhood.
4. City’s Objectives
The City’s objectives for delivery of the Project are as follows:
4.1 DB Firm
This document provides the criteria for the design and construction of approximately 14,000 linear feet of multiple non-contiguous watermain replacement projects (Figure 1) required for select distribution watermains. Services shall include project coordination, SUE, preliminary engineering, 60%, 90%, and 100% plans submittals (with specifications provided at the 90% and 100% submittals), permitting, maintenance of traffic plans, construction cost estimating for each submittal, project scheduling, public involvement, and communication. To maintain the anticipated accelerated schedule, development and preparation of a Guaranteed Maximum Price (GMP) proposal based on 60% construction plans is desired.
The project should consider the principles of Complete Streets as an element of surface restoration, where applicable, per the City’s Complete Streets Implementation Policy. Surface restoration efforts should additionally incorporate applicable plans and regulations specific to the project area such as historic designations, plaza parkway requirements, etc. Continuous engagement with the public shall be considered as well as coordination efforts with planned and ongoing development within Old Northeast Neighborhood Association.
DB Firms must be licensed to practice as General Contractors and retain the services of a Professional Engineer registered in the State of Florida according to Chapter 489 Florida Statutes by the submittal date for proposals.
GMP shall be developed for review and approval by the City as well as the assignment of a Small Business Enterprise (SBE) participation goal.
Upon GMP acceptance by City staff and approval by the City Council, the construction services phase will be authorized following the execution of the agreement for construction phase services. In all aspects of the contract, the DB Firm shall serve the single point of responsibility for the successful performance of the pre-construction services and construction of the project
4.2 Operations
Maintain existing operation during construction and minimize service impacts to affected residences and businesses.
Rev: 08/09/23 Page 6 of 10
4.3 Quality
Design and construct a system that will be sustainable and reliably convey the required quantities of flows set forth in the Florida Department of Environmental Protection operating permits and meet all federal and state regulations. The City places high priority on the selection of material, site restoration and the engineering design to facilitate the replacement of the aging infrastructure, improve resilience within the downtown area and avoid emergency repairs.
4.4 Schedule
Achieving the agreed upon scheduled completion date. The project schedule and sequence of construction shall consider public events within the project limits.
4.5 Cost Control
Maintain or decrease project capital costs, as well as life-cycle costs, while achieving Operations, Quality, and Schedule objectives.
4.6 Safety and Security
Implement an effective safety program incorporating best industry standards. Establish security protocols that will ensure a safe environment to protect the premises, property, individuals, and systems.
4.7 Public Outreach
Public outreach will include in person and virtual meetings as required, in addition to creating printed and digital media to keep the City public informed of road closures, construction schedules and potential inconveniences during construction.
