About this file

This Exhibit A - Scope of Services document is from the City of St. Petersburg, Florida, detailing a Design-Build (DB) project for the Beach Drive and North Shore Drive NE Watermain Replacement (Project No. 23151-100). The project aims to replace approximately 14,000 linear feet of outdated water infrastructure in the Old Northeast neighborhood, focusing on two sections: a 6" cast iron watermain from 5th Avenue NE to Elm Street NE, and multiple pipes along North Shore Boulevard NE and connecting avenues. The project will involve comprehensive design services, preconstruction activities, and construction services, with an estimated timeframe of 2024-2026, and will include watermain replacement, road resurfacing, brick roadway reconstruction, and curb work.

The scope includes hydraulic and capacity analysis, subsurface utility excavation, utility coordination, and comprehensive design services with a Guaranteed Maximum Price (GMP) approach. The Design-Build firm will be responsible for developing construction documents, obtaining regulatory permits, and implementing temporary traffic control plans. The project emphasizes minimizing impact on residents and businesses, and includes public relations components such as stakeholder meetings and community involvement. The City has specified a requirement for subcontractor outreach that includes DBE, MBE, SBE, and WBE participation, reflecting a commitment to diverse contractor engagement in the infrastructure improvement project.

Exhibit A - Scope Of Services Design-Build

Beach Drive And North Shore Drive NE Watermain Replacement City Of St. Petersburg, Florida

Project No. 23151-100

1. INTENT

The City of St. Petersburg (City) invites qualified firms to submit qualifications to provide Design-Build (DB) services at a Guaranteed Maximum Price (GMP) for the design and construction of the scope items provided below for the Beach Drive and North Shore Dr NE Watermain Replacement (Project). This work is part of the Old Northeast infrastructure improvements project, located in the Old Northeast Neighborhood of St. Petersburg, Florida.

2. BACKGROUND

The Old Northeast neighborhood is supplied by water through a network of mostly polyvinyl, cast iron, and galvanized piping installed during the 1950s and 1960s. Due to outdated pipe materials and a corrosive environment, the pipes have reached the end of their anticipated useful life and are in need to be replaced. In addition to interruption of water service, road surface damage, and other financial liabilities, the water pipes are a significant contributor to water loss due to leaks and increased frequency flushing to maintain water quality. The City has been replacing pipes under the Galvanized and Unlined Pipe Elimination Program. This project will address the replacement of approximately 14,000 linear feet of non-continuous 2-inch to 8-inch, polyvinyl, cast-iron, and galvanized watermains in the Old Northeast neighborhood.

This project will focus on replacing approximately14,000 linear feet of watermain in the following two sections of the Old Northeast Neighborhood:

Section 1: The 6" cast iron watermain that begins at 5th Avenue NE and Beach Drive NE and continues north to Coffee Pot Boulevard NE from Coffee Pot Boulevard. The watermain then continues east to Elm Street NE (See Exhibit D, Figure No.1)

Section 2: Multiple pipes that run along North Shore Boulevard NE from 7th Avenue NE north to 18th Avenue NE, and the corresponding Avenues that connect Beach Drive NE to North Shore Drive NE. There are 8" cast-iron, 6" cast iron, 2" galvanized, and 2" polyvinyl pipes present throughout this area. (See Exhibit D, Figure No.2)
