About this opportunity
The Commonwealth of Massachusetts Department of Environmental Protection (MassDEP) is seeking qualified firms to provide professional environmental services in support of programs associated with the Massachusetts Oil Spill Act and the Massachusetts Contingency Plan regulations. Through this Request for Response (RFR), MassDEP aims to establish a master list of contractors to provide specialized maritime oil spill prevention and response services, as well as inland waterway spill prevention and response services. Key deliverables include supporting the implementation of the Oil Spill Prevention and Response Act, developing and providing training to first responders, and assisting with geographic response plans, training, and equipment analysis. The base contract period is 3 years with two 2-year renewal options, for a maximum term of 7 years. The procurement requires bidders to demonstrate relevant experience and qualifications through project examples and key personnel resumes. MassDEP will evaluate responses based on qualifications, experience, management approach, and pricing.
The RFR requires bidders to comply with the Commonwealth's Supplier Diversity Program, which includes participation from minority-owned, women-owned, and service-disabled veteran-owned businesses. The current MIWOSPRS contract is held by three incumbent contractors: E-Tech International, Inc., Horsley & Witten Group, Inc., and Nuka Research & Planning Group, LLC. The estimated total funding available for this contract, including all renewal options, is approximately $2 million.
