About this file

This document is a Pre-Bid Conference Presentation for a Request for Response (RFR) issued by the Massachusetts Department of Environmental Protection (MassDEP) for the Marine and Inland Waters Oil Spill Prevention and Response Services (MIWOSPRS) contract. The RFR seeks qualified firms to provide professional environmental services in support of programs associated with the Massachusetts Oil Spill Act and the Massachusetts Contingency Plan regulations. The contract has an estimated total value of $2 million and a base period of 3 years with two 2-year options, for a potential duration of 7 years. The procurement calendar includes key dates such as the bid release, bidder's conference, question deadline, answers, amendment deadline, quote package deadline, interviews, and contract execution.

The presentation covers the scope of services, which includes supporting the implementation of the Massachusetts Oil Spill Prevention and Response Act, developing and providing training to first responders, and assisting with inland waters geographic response plans, training, and equipment analysis. The procurement process requires submitting quote packages through the Commonwealth's COMMBUYS e-procurement system, as well as seven paper copies. The presentation also highlights key contract terms and conditions related to insurance requirements, subcontractor acquisition, labor rates, and travel reimbursement.
