About this file
This document is a response to questions regarding a Request for Response (RFR) issued by the Massachusetts Department of Environmental Protection (MassDEP) for the Marine and Inland Waters Oil Spill Prevention and Response Services (MIWOSPRS) contract (Agency Document No. BWSC-MIWOSPRS-2016-01). The current MIWOSPRS contract has been in place for five years and is held by three contractors: E-Tech International, Inc., Horsley & Witten Group, Inc., and Nuka Research & Planning Group, LLC. The RFR outlines the scope of services required, which includes various areas of expertise, and indicates that MassDEP will consider firms that have some, but not all, of the required areas of expertise. Project assignments under this contract will be handled as described in the Supplemental Terms & Conditions. The narrative in the response package is limited to 6 pages total (6 one-sided pages or 3 double-sided pages).
Regarding pricing and other terms, air travel costs may be paid by MassDEP on a case-by-case basis with prior approval. The Bidders' Conference presentation and sign-in sheet have been made available on the COMMBUYS platform. The contract is funded by the Commonwealth of Massachusetts to support the programs associated with the Massachusetts Oil Spill Act and the Massachusetts Contingency Plan regulations.
