About this opportunity
Summary of the State and/or Local Contracting Opportunity:
The Massachusetts Department of Environmental Protection (MassDEP) is seeking to establish a list of pre-qualified environmental consulting firms to provide technical and consulting services related to the implementation of the department's Nonpoint Source (NPS) Management Program. The selected firms will assist MassDEP's Watershed Planning Program in areas such as development of watershed-based plans, watershed and water quality modeling, programmatic support, water quality sampling, and education/outreach. The required services aim to support MassDEP's goals and objectives for nonpoint source pollution prevention, remediation, and related watershed planning. Bidders must demonstrate expertise and capabilities in these specialized environmental consulting services. The contract term is expected to be up to 7 years, with an initial 3-year period and two 2-year renewal options. Pricing will be negotiated on a project-by-project basis, with contractors submitting labor rates for key personnel.
This is a fully federally-funded contract through MassDEP's Section 319 Grant from the U.S. Environmental Protection Agency (EPA) under the Clean Water Act. As such, the contract requires compliance with all applicable federal requirements, including Equal Employment Opportunity/Affirmative Action (EEO/AA) and Disadvantaged Business Enterprise (DBE) provisions. Bidders must make a financial commitment to partner with certified DBE or non-profit organizations as part of the Supplier Diversity Program. There are no incumbent contractors identified, and this appears to be the first solicitation to establish a Master Services Agreement (MSA) for MassDEP's Nonpoint Source Program.
