About this file
This document is a Notice of Intent for a non-statewide contract solicitation from the Massachusetts Department of Environmental Protection (MassDEP) to establish a list of pre-qualified firms to provide technical and consulting services related to the implementation of the Federal Nonpoint Source Program (CWA 319). The requested services may include development of watershed-based plans, watershed and water quality modeling, programmatic support, water quality sampling, and education/outreach. This solicitation is federally funded through an annual 319 grant under the Clean Water Act and requires bidders to comply with federal EPA "flow-down" legal terms and requirements, including Equal Employment Opportunity/Affirmative Action and Disadvantaged Minority/Women Business Enterprise provisions.
The contract will establish a list of pre-qualified firms to provide these services to MassDEP's Watershed Planning Program. The bid documents are anticipated to be posted in November 2021. This is a federally funded program, and the selected contractors must comply with all federal grant award terms and requirements as a pre-condition for selection on this contract.

Bulletin Description: The Department of Environmental Protection (MassDEP) of the Commonwealth of Massachusetts intends to solicit bids for the Technical Services Related to Implementation of the Federal Nonpoint Source Program (CWA §319 BWR-DWM-RFR-2021-NPS TECH SERVICES MSA) to establish a list of pre-qualified firms to provide MassDEP’s WPP with technical and consulting services related to the Department’s implementation of its NPS Management Program. These consulting services will provide the Department with access to environmental consulting firms that specialize in nonpoint source pollution prevention and remediation, as well as related watershed planning services. Technical and consulting services needed may include but are not limited to the following: development of watershed based plans, watershed and water quality modeling for nonpoint sources, programmatic support for nonpoint source program activities, water quality sampling to support nonpoint source pollution assessments, education and outreach related to nonpoint source pollution and program activities, and updating and/or revision of the Massachusetts Nonpoint Source Management Plan. This solicitation is federally funded through an annual §319 grant under the Clean Water Act for the implementation of MassDEP’s Nonpoint Source (NPS) Management Program to control NPS pollution to achieve and maintain beneficial uses of water. EPA’s grant award requires MassDEP to set up a NPS program-specific contract of pre-qualified firms who are also required to comply with all federal EPA “flow-down” legal terms and requirements as a pre-condition for selection on this contract. Federal grant award terms also include Equal Employment Opportunity/Affirmative Action (EEO/AA) and Disadvantaged Minority/Women Business Enterprise (D/MBE or D/WBE) provisions which Bidders are also required to meet.
Note: THIS IS AN ANNOUNCEMENT ONLY. The Bid documents are anticipated to be posted in November 2021 as an amendment to this COMMBUYS posting.
