About this opportunity

The New Hampshire Veterans Home issued a Request for Proposals on April 3, 2026, for comprehensive onsite dental services to be provided by an independent contractor. The procurement seeks a dentist to deliver approximately 26 dental service sessions annually (minimum 4-5 hours each, scheduled at least twice monthly), including dental examinations, oral prophylaxis, scaling, denture fabrication and repair, restorations, oral hygiene instruction, and extractions within the scope of general dental practice. The contractor must coordinate with a dental hygienist who will provide approximately 12 annual visits for prophylaxis, staff education, and patient screenings. Proposals are due April 24, 2026, at 4:00 PM, with a vendor inquiry period ending April 10, 2026, and final agency responses to inquiries due April 14, 2026. Evaluation will be conducted on a 100-point scale based on annual and total pricing (25 points), qualifications and compliance with reference verification (25 points), experience with previous onsite contracted services (25 points), and experience with geriatric patients (25 points). The successful contractor must maintain professional liability insurance of not less than $1,000,000 per claim and $3,000,000 per incident, provide all necessary dental equipment and supplies, cover laboratory fees, ensure staff licensing, and develop written dental service and hygiene policies. The resulting contract will be for up to three years from the date of Governor and Executive Council approval or July 1, 2026 (whichever is later), with an option for a single two-year extension at the agency's discretion.

The RFP does not specify set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information. Vendors must submit pricing responses on a monthly basis for each of the three contract years, with total monthly amounts that will be multiplied by twelve months to calculate annual costs, along with a cumulative three-year not-to-exceed total. Proposals must include vendor contact information with primary and fiscal contacts, two references from organizations with knowledge of comparable service delivery capability, and disclosure of any affiliations that might create conflicts of interest. Vendors must also provide a company overview addressing management structure, organizational background, primary lines of business, locations, and employee count, along with an executive summary describing their understanding of the requested services and any anticipated challenges. The State reserves the right to terminate the contract at any time with 90 days' written notice, and the contract is non-exclusive, allowing the agency to retain other contractors as needed. No specific pricing information, set-asides, or total funding amounts are disclosed in the RFP documents.
