About this file
This is a scoring summary document for a Request for Proposals issued by the New Hampshire Veterans Home for comprehensive onsite dental services. The RFP, released on April 3, 2026, solicits an independent contractor to deliver approximately 26 annual dental service sessions (minimum 4-5 hours each, scheduled at least twice monthly) including dental examinations, oral prophylaxis, scaling, denture fabrication and repair, restorations, oral hygiene instruction, and extractions. The contractor must coordinate with a dental hygienist providing approximately 12 annual visits for prophylaxis, staff education, and patient screenings. Proposal submissions were due April 24, 2026, at 4:00 PM, with a vendor inquiry period ending April 10, 2026, and final agency responses to inquiries due April 14, 2026. The resulting contract will be for up to three years from the date of Governor and Executive Council approval or July 1, 2026 (whichever is later), with an option for a single two-year extension at the agency's discretion. The evaluation criteria totaled 100 points distributed across annual and total pricing (25 points), qualifications and compliance with reference verification (25 points), experience with previous onsite contracted services (25 points), and experience with geriatric patients (25 points). One proposal was received from Northeast Mobile Dental Services, which scored 20 points for pricing and 25 points in all other evaluation categories for a total of 95 points.
The RFP requires vendors to maintain professional liability insurance of not less than $1,000,000 per claim and $3,000,000 per incident, provide all necessary dental equipment and supplies, cover laboratory fees, ensure staff licensing, and develop written dental service and hygiene policies. Vendors must submit pricing responses on a monthly basis for each of the three contract years, with total monthly amounts multiplied by twelve months to calculate annual costs and a cumulative three-year not-to-exceed total. No specific pricing information, set-asides, disadvantaged enterprise restrictions, incumbent vendor information, or total funding amounts are disclosed in the RFP documents. The State reserves the right to terminate the contract at any time with 90 days' written notice, and the contract is non-exclusive, allowing the agency to retain other contractors as needed. The scoring committee included Susan Glover (Chief Financial Officer), Holly O'Connell (Director of Nursing), and Courtney Hayes (Assistant Director of Nursing).
