About this file
This document is a vendor questions and answers file related to the New Hampshire Veterans Home's Request for Proposals for comprehensive onsite dental services. The RFP seeks an independent contractor dentist to provide approximately 26 dental service sessions annually, with each session lasting a minimum of 4-5 hours and scheduled at least twice monthly. Services include dental examinations, oral prophylaxis, scaling, denture fabrication and repair, restorations, oral hygiene instruction, and extractions. The contractor must coordinate with a dental hygienist providing approximately 12 annual visits. The facility currently houses 153 residents with a maximum census of 155, with potential future expansion to 200 residents; the majority of residents are wheelchair-bound, though some are ambulatory. Dental services may be provided either in an available in-facility room equipped with a dental chair, sink, table, and desk, or through a fully accessible mobile dental unit. The vendor inquiry period ended April 10, 2026, with final agency responses due April 14, 2026, and proposals due April 24, 2026, at 4:00 PM. The resulting contract will be for up to three years from the date of Governor and Executive Council approval or July 1, 2026, whichever is later, with an option for a single two-year extension.
Evaluation will be conducted on a 100-point scale based on annual and total pricing (25 points), qualifications and compliance with reference verification (25 points), experience with previous onsite contracted services (25 points), and experience with geriatric patients (25 points). The successful contractor must maintain professional liability insurance of not less than $1,000,000 per claim and $3,000,000 per incident, provide all necessary dental equipment and supplies, cover laboratory fees, ensure staff licensing, and develop written dental service and hygiene policies. Vendors must submit monthly pricing responses for each of the three contract years with a cumulative three-year not-to-exceed total. Proposals must include vendor contact information, two references, disclosure of any conflicts of interest, and a company overview addressing management structure, organizational background, and employee count. The RFP does not specify set-aside designations, disadvantaged enterprise restrictions, incumbent vendor information, or total funding amounts. The State reserves the right to terminate the contract with 90 days' written notice, and the contract is non-exclusive.

RFP-2026-NHVH-01-DENTAL
Vendor Questions / Agency Answers
Q1 How many residents are in need of dental services?
We have a current maximum census of 155 residents with a current census of 153. The number of residents requiring dental services can vary up to 155. In the future, dependent on staffing, we could have a maximum census of 200 residents.
Q2 Are the residents ambulatory?
Some of the residents are ambulatory but the majority of the residents are in wheelchairs
Q3 Do the dental services need to be provided within the NHVH building or is a mobile dental unit an acceptable location to provide care?
We do have a room available in the facility with a dental chair, sink, table, and desk that is used for dental services. A mobile dental unit would be considered. Mobile dental units would need to be fully accessible.
