About this opportunity

The State of Maine Division of Purchases is requesting quotations for 75 assembled dental health education kits for primary schools and Head Start programs, with quotations due June 10, 2013 at 2:00 p.m. local time through the Vendor Self Service (VSS) electronic bidding platform.

Each kit must be fully assembled and ready for use, containing a teacher's guide, Allie the Alligator toothbrush character, an 11" x 14" spiral-bound oversized storybook, 12 laminated 14" x 14" teaching cards, 25 award certificates, one poster, 50 easy reader tip sheets, 25 paint sheets, 25 bingo games, 25 temporary tattoos, and a full-sized teaching kit tote bag. Materials must address Maine or national teaching and certification requirements, with particular compatibility required for Head Start program standards. The vendor may customize duplicable materials such as paint sheets with imprinting identifying the Maine Center for Disease Control and Prevention Oral Health Program and funding source, with exact wording and placement subject to negotiation; all customization expenses must be included in the bid.

Awards will be made based on lowest priced conforming quotation or a combination of factors including quality, conformity with specifications, delivery time and destination, and cost, with price weighted at a minimum of 25% of total evaluation criteria. The State reserves the right to reject any or all quotations, waive irregularities, or partially accept quotations. All prices must be submitted excluding applicable federal taxes; the State is exempt from sales, use, and property taxes. Standard payment terms are net 30 from receipt of a correct invoice. FOB Destination applies unless otherwise specified. The State reserves the right to increase or decrease ordered quantities by up to 10% at the agreed-upon pricing. All bidders must submit quotations electronically through VSS, upload supporting attachments within the system, and verify successful submission.
