About this file
This specification document from the State of Maine Oral Health Program outlines requirements for 75 assembled dental health education kits designed to support dental disease prevention and education in primary schools and Head Start programs. Each kit contains a teacher's guide, Allie the Alligator toothbrush character, an 11" x 14" spiral-bound oversized storybook, 12 laminated teaching cards (14" x 14"), 25 award certificates, one poster, 50 easy reader tip sheets, 25 paint sheets, 25 bingo games, 25 temporary tattoos, and a full-sized teaching kit tote bag. The materials must be pre-assembled and ready for use without requiring additional design, writing, or editing. The vendor must deliver completed kits that address Maine or national teaching and certification requirements, particularly for Head Start program compatibility.
The specification requires that certain duplicable materials such as paint sheets may be customized with imprinting to identify the MCDC Oral Health Program and funding source, with exact wording and placement subject to negotiation between the selected vendor and the program. All associated expenses for customization services must be included in the bid. The program emphasizes that educational materials should be designed to maximize investment through reusability and duplication by end-users, with the objective of reducing the adverse impact of poor oral health on overall health outcomes in underserved school and agency settings with limited resources.

Primary schools and Head Start Programs provide dental disease prevention intervention and education for young children with increasingly limited resources. The Oral Health Program works with many of these schools and agencies to fill this gap, with the objective to focus on activities and strategies that improve oral health and reduce the adverse impact poor oral health has on overall health. Prevention and early intervention are key strategies. Educational materials can be reused, duplicated by the end-user, and otherwise used in ways that will maximize the investment represented by this purchase.

We are looking for assembled kits, not separately provided items that we would have to assemble. Items should be ready and not need designing, writing, editing, etc. The teacher’s/presenter’s guide or guides should address or correlate to teaching or certification requirements for Maine or nationally, such as for use in or by Head Start programs.
Certain of the materials (such as but not limited to the paint sheets) that may be duplicated and others may need customizing and or imprinting to identify the funding source and the MCDC Oral Health Program. The exact wording and its placement should be negotiable between the selected vendor and the MCDC Oral Health Program. Bids should be inclusive of any associated expense for this service.
