About this opportunity
Cook County Health (CCH) is requesting proposals for Dental and Vision Benefit Management Services for Medicaid enrollees under CountyCare, the county's Medicaid managed care plan. The procurement seeks qualified proposers to provide comprehensive benefit management services including network management, claims processing, utilization review, member communications, appeals and grievances management, and quality assurance programs. Minimum qualifications include a minimum of five years of experience providing dental and vision services for Medicaid plans, a provider network encompassing pediatrics, adult care, orthodontry, and endodontry, cyber liability insurance with a minimum aggregate limit of $10 million with no sublimits under $1 million, a commitment to maintain United States-based resources only with no offshore operations, completion of a 2025 SOC 2 Type 2 audit, and evidence of third-party penetration testing completed in 2025. The contract term is thirty-six months with two optional two-year renewal periods contingent upon performance and CCH's discretion. Proposals must be submitted electronically through the Bonfire portal by May 13, 2026, at 2 p.m. Central Time, with a proposer inquiry deadline of April 16, 2026, at 2 p.m. CT. Award will be made to a single or multiple proposers offering the best value to CCH, and scope of services responses are limited to 150 pages with minimum and preferred qualifications responses each limited to ten pages.
Cook County has established Minority Business Enterprise and Women Business Enterprise (MBE/WBE) participation requirements for this procurement, requiring proposers to identify all participating MBE/WBE firms with dollar amounts and participation percentages supported by Letters of Intent and current Certification Letters submitted at bid time. Proposers may petition for full or partial waivers of MBE/WBE goals by demonstrating good faith efforts and documenting reasons such as insufficient qualified firms or uncompetitive pricing. All proposers must complete and execute the Cook County Economic Disclosure Statement (EDS) form, certifying compliance with various ordinances including drug-free workplace requirements, human rights laws, living wage requirements, campaign contribution limitations, and child support enforcement obligations. The Master Services Agreement establishes a Net 45 payment term and requires vendors to maintain comprehensive insurance coverage including workers' compensation, commercial general liability, professional liability and errors and omissions insurance, and compliance with HIPAA and applicable Government Program Addenda including the Medicaid Managed Care Addendum. The RFP documentation does not specify a contract award value or budget range for this procurement.
