About this opportunity

The Rhode Island Department of Environmental Management is procuring an Owner's Representative (OPM) to manage construction of a new operations facility at Colt State Park in Bristol County. The new facility will serve as the operational hub for Colt State Park and Region 5 state parks, housing administrative offices, maintenance areas, vehicle garage bays for Parks and Recreation staff, and designated spaces for the Division of Law Enforcement. The OPM must ensure the facility is completed on time, on budget, and as designed through coordination of weekly progress meetings, minimum 25 hours per week of on-site monitoring with daily progress reports, evaluation of payment applications and change orders, maintenance of project records using project management software, and closeout procedures. Qualified vendors must demonstrate at least five years of combined construction experience on similar projects and provide personnel with minimum two years' experience in their assigned tasks. Proposals will be evaluated on technical qualifications (50 points maximum addressing staff qualifications, vendor capability and capacity with three client references, and approach/methodology) and cost (50 points maximum), with up to 6 bonus points available for ISBE participation, totaling 106 possible points; technical proposals must achieve a minimum score of 35 points (70%) to advance to cost evaluation. The pre-bid Teams meeting is scheduled for Thursday, February 19, 2026 at 11:00 AM (contact Katherine Missell at katherine.missell@purchasing.ri.com for invitation), the vendor question-and-answer period runs through February 25, 2026 at 2:00 PM EST, and proposals must be submitted electronically through Ocean State Procures by March 12, 2026 at 11:30 AM EDT. The initial contract term is 16 months from receipt with potential renewal for an additional 16-month period based on vendor performance, construction timeline, and fund availability.

All vendors are eligible to respond to this procurement; however, vendors demonstrating Minority Business Enterprise (MBE), Women Business Enterprise (WBE), and Disability Business Enterprise (DisBE) participation through a separate ISBE Participation Plan will receive evaluation points based on proposed utilization rates. The selected vendor and any subcontractors are prohibited from bidding on any underlying design or construction work for the project. Insurance requirements include general liability ($1,000,000 per occurrence or combined single limit), workers compensation ($100,000 each accident), automobile liability ($1,000,000 combined), crime coverage ($500,000 or 50% of contract amount, whichever is greater), and professional liability insurance ($2,000,000 per occurrence and annual aggregate). Execution of AIA contract documents C172 and A201-2017 is required, and a contract administrative fee of 0.33 percent will be withheld from all invoices. The cost proposal must include a lump sum fee for required services and hourly billing rates for all positions; the State will award points to the lowest-cost proposal at 100 percent of available points with other vendors scored proportionally. Specific budget or award value information is not disclosed in the solicitation documents.
