About this file
This is an Addendum 1 Question and Answer document for RFP26006359 issued by the Rhode Island Department of Environmental Management regarding the procurement of Owner's Project Management (OPM) services for the construction of a new operations facility at Colt State Park in Bristol County. The RFP seeks an OPM consultant to provide daily construction monitoring and oversight for a 16-month project duration. Bidders must propose services based on daily inspections averaging 5 hours per day (approximately 25 hours per week) as specified in the scope of work. The preconstruction meeting is scheduled for early March 2026, and the OPM Services Purchase Order is anticipated to be issued approximately April 1, 2026. The contract term is 16 months from receipt with potential renewal for an additional 16-month period contingent upon vendor performance, construction timeline, and fund availability.
Key clarifications provided in the addendum address staffing requirements, technical specifications, and submission guidelines. The contractor will provide one Procore account for use by the construction team, design team, owner, and OPM consultant, eliminating the need for the OPM to procure separate project management software. Printing and plotting expenses will be limited to periodic small-quantity needs including 8.5x11 correspondence, RFIs, submittal reviews, and plan mockups, with full-size document printing predominantly handled by the project architect's construction administration services. Vendors are instructed to submit their own cost proposal document rather than using a provided spreadsheet, with the cost proposal displaying staff rates and anticipated hours on the project. A contract administrative fee of 0.33 percent will be withheld from all invoices.
