About this opportunity

The City of Bridgeport is soliciting bids for the purchase of delinquent municipal tax liens primarily from the 2024 Grand List, with electronic submissions due July 29, 2026 at 2:00 p.m. through the OpenGov e-Procurement Portal. All bidders must comply with Connecticut General Statutes Section 12-195(h), which governs assignment of municipal tax liens on real property and mandates comprehensive contract terms including mandatory written agreements, foreclosure procedures with minimum one-year waiting periods from lien purchase, attorney's fee structures prohibiting self-dealing counsel, property-owner third-party beneficiary rights, restrictions on further assignment without city consent, and detailed reporting and disclosure requirements.

The scope encompasses 463 delinquent tax lien properties across Bridgeport and surrounding Connecticut municipalities, totaling $1,359,084.74 in combined delinquent taxes, interest, lien fees, and additional charges. The purchaser assumes full responsibility for collection at its own cost and must maintain abandoned properties acquired through foreclosure, provide monthly status reports, and comply with all state and federal collection laws. Tax liens cannot be sold, transferred, or assigned without prior city consent, though conditional pledging to affiliates for financing is permitted. The purchaser receives right of first refusal for future tax liens on listed properties in subsequent Grand Lists.

Bidders must submit two options: Submission 1 for best pricing on all accounts, or Submission 2 for premium pricing on selected accounts, stated in both total dollars and percentage terms. A certified check of $50,000 payable to the City of Bridgeport must accompany the bid, with an additional $150,000 certified or cashier's check required at award as non-refundable partial payment. Final award is anticipated by July 31, 2026, with closing expected between September 1 and September 30, 2026. Bidders must submit firm and staff qualifications, principal disclosures, similar engagement experience, and two years of financial statements demonstrating requisite experience and financial capacity. All properties are sold "as-is" with no city representations or warranties regarding condition, title, or collectability.
