The scope covers collection of delinquent fees from approximately 1,721 open EMS accounts with an average balance of $513.26, transitioned from the County's EMSC Prestige billing software system. The contractor must maintain access to Prestige billing software at their own expense and ensure compatibility with the County's system. Contractors must pursue collection activities including potential follow-up with insurance companies and coordination with the Board of Commissioners regarding litigation decisions on a case-by-case basis. A 1.0% finance charge continues to accrue monthly on outstanding balances. The County's historical recovery rate is 3.8% for the previous three years.
Contractors must comply with Georgia Statute, FTC guidelines, the Fair Debt Collection Act, and HIPAA requirements. The County reserves the right to terminate the contract if patients experience undue harassment or unfair treatment. No bid, performance, or payment bonds are required. Contractors must obtain a Dawson County business license if awarded and may not be located or conduct services outside the continental United States. RFP responses must follow the standardized Price Proposal Form on page 61 without deviation.
The incumbent vendor is Revco; the contract expires December 31, 2021. The County is satisfied with current services. Professional Recovery Consultants is a previous award winner. Questions were due September 15, 2021 (Addendum #2 issued August 24). The County does not guarantee maximum or minimum revenue and reserves the right to reject any and all proposals and award based on highest and best interests.
