About this file

This is Addendum 1 to RFP #394-21 issued by the Dawson County Purchasing Department on behalf of the Dawson County Board of Commissioners in Georgia for delinquent debt collection services related to EMS billing accounts. The RFP solicits sealed proposals from qualified firms to collect fees due to the County for delinquent EMS services accounts. The original RFP was issued on August 24, 2021, with Addendum 1 released on August 26, 2021. The deadline for RFP responses is September 23, 2021 at 10:30 a.m., with an addendum due date of September 15, 2021. The County anticipates awarding the contract to one suitable proposer. No pre-proposal meeting is scheduled. The contract will transition all existing accounts from the incumbent vendor to the selected contractor at startup. The EMS Billing and Collections Policy outlines internal collection attempts performed prior to placement with outside vendors. The County's case management system is Prestige by EMSC, and Certified Payments serves as the electronic payment processor.

No bid, performance, or payment bonds are required for this procurement. Proposers must follow the standardized Price Proposal Form located on page 61 of the RFP and cannot deviate from the required fee structure format. The incumbent vendor, Revco, collected $1,979.00 in July 2021 and received $487.13 from the collection total. The County is satisfied with current provider services, with the existing contract expiring on December 31, 2021. The County will not award contracts to firms located or conducting services outside the continental United States. The RFP does not include secondary placements at this time, only primary placements. Professional Recovery Consultants was a previous award winner, with their vendor price proposal form attached to the addendum as reference. Contractors must comply with Georgia Statute, FTC guidelines, Fair Debt Collection Act guidelines, and HIPAA requirements, and the County reserves the right to terminate the contract if patients experience undue harassment or unfair treatment.
