About this opportunity
The City of Oklahoma City Water Utilities Trust (OCWUT) is seeking professional architectural and engineering consulting services for the Deer Creek Wastewater Treatment Plant (WWTP) Expansion, Project ST-0207, Phase I. The procurement aims to expand the WWTP's treatment capacity from 15 million gallons per day (MGD) to 20 MGD, with the initial contract focusing on preliminary engineering services. Deliverables will include a comprehensive engineering report due within 210 days of the Notice to Proceed, which must address project management, existing conditions assessment, capacity analysis, hydraulics evaluation, alternatives exploration, and biosolids management. Interested consultants must submit a detailed Letter of Interest (50 pages or less) electronically through BidNetDirect by May 9, 2025, at 5:00 p.m., demonstrating project understanding, team expertise, and project approach. An optional pre-submittal meeting and site visit is scheduled for April 16, 2025, at 1:00 p.m. Evaluation criteria will include similar project experience, team qualifications, availability, and comprehensive project understanding. Consultants must complete a 254 Form and identify team members' roles, project availability percentages, and existing project commitments.
No specific set-aside designations or restrictions for disadvantaged enterprises were explicitly mentioned in the procurement documents. After executing a non-disclosure agreement, additional project information including plant operational data, as-built drawings, and the OPDES Effluent Permit will be made available to interested firms. The Deer Creek WWTP, originally constructed in 1982 and currently treating an average flow of 12.5 MGD, has undergone multiple upgrades and has ongoing complementary projects including aeration system improvements, biosolids and odor management, and clarifier rehabilitation. The City reserves the right to negotiate scope, compensation, and additional services, and all submissions will be subject to the Oklahoma Open Records Act. While no specific budget range was provided, the project represents a significant municipal infrastructure expansion effort focusing on upgrading wastewater treatment capacity and operational efficiency. Potential award may include future phases covering final design, bidding, construction administration, management, inspection, and as-built services beyond the initial preliminary engineering contract.
