About this opportunity

The Morris County Improvement Authority (MCIA) is soliciting sealed bids for decommissioning and removal services of solar photovoltaic systems across five school district locations in New Jersey, specifically West Morris Central High School, Brooklawn Middle School, Boonton High School, John Hill School, and School Street School. This procurement (Bid #B24-113) involves comprehensive solar system removal, including disconnecting equipment, removing racking, modules, ballast blocks, inverters, and associated infrastructure, with a total solar system capacity of approximately 661.94 kW DC. Bidders must possess a valid Public Works Contractor Registration Certificate and demonstrate at least five years of experience in solar photovoltaic system removal. Pre-bid site visits are scheduled between June 11-13, 2024, with the bid submission deadline set for June 28, 2024, at 11:00 AM. Each bid must include a 10% bid guarantee (not exceeding $20,000), and bidders are required to comply with New Jersey Prevailing Wage Act requirements. Evaluation criteria will focus on the contractor's experience, proposed methodology, and cost proposal for complete decommissioning and removal services across all five locations.

The contract does not explicitly outline specific set-aside designations for disadvantaged enterprises, though bidders must comply with N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq., which typically address equal employment and affirmative action requirements. The successful bidder will be required to provide performance, payment, and maintenance bonds, and must include a licensed electrician in their bid proposal. While specific budget ranges are not detailed, the procurement indicates that the contract award will be made within 60 days of bid submission, with project mobilization scheduled for July 10, 2024, and system removal deadlines ranging from August 14-23, 2024. Contractors will be responsible for obtaining necessary permits, ensuring site restoration, and making remaining solar project components safe. The vendor must maintain all documentation related to the project for five years and be prepared to make records available to the New Jersey Office of the State Comptroller upon request.
