About this file

This document is an Addendum #1 issued by the County of Morris for Bid #B24-113, pertaining to Decommissioning and Removal Services for the Morris County Improvement Authority's 2009 Renewable Energy Program. The addendum, dated June 20, 2024, changes the bid opening date to July 2, 2024, at 10:00 AM and provides clarifications to potential bidders. Key clarifications include confirming Brooklawn Middle School is part of the bid, establishing that the successful respondent is responsible for obtaining necessary permits, requiring a licensed electrician to be listed in the bid, and specifying demolition requirements for carport canopies and solar project components.

The addendum addresses several technical questions from potential bidders, including roofing restoration, site condition requirements, and the extent of removal needed for solar project infrastructure. The successful respondent will be required to remove wires while leaving conduits, take down steel structures but leave footings below grade, and repair any damage caused during system removal. The bid documents emphasize that underground components do not need to be removed, and the contractor should ensure remaining solar project components are made safe at each site. Bidders must acknowledge receipt of this addendum by completing and submitting the provided acknowledgment form with their sealed bid proposal.

Q: Brooklawn Middle School Parsippany. Please double check the electronic files available for download. We downloaded the full set of plans & specifications, and the plans for Brooklawn Middle School were not included in the bid package. In lieu of the Parsippany school, the file we downloaded contained plans for Mountain Lakes High School. See attached. Please clarify which school is part of this bid.

A: Brooklawn Middle School is part of this bid. As-builts are not available for Brooklawn Middle School at this time.

Q: As Built Plans. Are as-built plans allowable as permit drawings for demolition? In our experience, municipal construction departments will require site specific demolition plans for filing of official permits. Has the county confirmed the as-built plans will be sufficient to procure a permit? Additionally, will the GC be required to file demolition permits with each municipality separately?

A: The Successful Respondent is responsible for any investigations and documents necessary to attain a permit, as necessary. The as-builts are provided for informational purposes only, for the purpose of developing bid proposals. If a demolition permit is required, the Successful Respondent will need to obtain same from the applicable municipality.

Q: Is it required to list a licensed electrician as part of our bid?

A: Yes.

Q: In reference to the schools with existing carport canopies, what is the extent of demolition required at the canopy columns? Do the foundations have to be removed & then replaced with material in kind? If so please provide details of what is required at the locations the carports are removed.

A: Any existing canopy columns should be brought down to grade. The removal of the underground components of the solar projects is not required.

Q: Roofing. Much of the existing roof condition is very poor. What is the contractor's requirement for roofing once the existing components have been removed? In some cases there are already open cavities to the structure below & upon removal of the solar system additional existing roof issues will be uncovered. During our walk through serious roofing issues are present at all the locations.

4862-5861-2681, v. 1

A: The Successful Respondent will only be required to repair any damage caused in removing the systems.

Q: Section Scope of Services, states "Bidders shall also be responsible for ensuring that the Facilities are returned to the state and condition existing prior to construction and installation of the solar renewable energy projects (reasonable wear and tear excluded), which may include, but not be limited to, any necessary paving work." This is a very general statement. Can a clarification be provided as to where it is the GC's responsibility to restore facilities to the state & condition prior to construction? What specific scopes of work and or material?

A: The Successful Respondent should not remove anything underground, but will be responsible for ensuring that the remaining components of the solar project are made safe at each end. The Successful Respondent will be responsible for removing the wire (but should leave the conduits) and should also take down the steel but leave the footings below grade, which should eliminate the need for paving.
