About this opportunity

The Nevada State Purchasing Division, acting on behalf of the State Controller's Office, is seeking qualified vendors to provide comprehensive debt collection services for recovering monies from delinquent receivables. The solicitation (RFQ 06CO-S3440) covers collecting outstanding debts from individuals and businesses, including tuition fees, administrative fines, permits, application fees, health insurance premiums, business license fees, payroll overpayments, NSF checks, and taxes. Vendors must make a minimum of two written or telephone contacts per account within 30 days, utilize secure data management technologies, and comply with federal and state debt collection laws. The evaluation will be based on a comprehensive scoring system considering demonstrated competence, technology requirements, experience, key personnel expertise, and cost. Proposals are due by September 16, 2025, with an anticipated contract start date of January 1, 2026, for a four-year term. Vendors must be registered on nevadaepro.com, hold a Nevada business license, and maintain an active Sam.gov registration.

The procurement allows for multiple vendors to be awarded contracts, with the State currently having approximately $1 billion in delinquent debt and having referred 7,500 accounts for collection in 2024. A Nevada-based business preference of 5% will be applied during evaluation. The pricing structure permits vendors to collect up to 35% of the debt principal or $50,000 (whichever is less) for debts over $300, with the State Controller's Office retaining a 2% fee. There are no specific set-aside designations for disadvantaged enterprises noted in the documentation. The State currently has four existing debt collection vendors whose contracts expire on December 31, 2025, and will maintain those contracts concurrently with this new procurement. Vendors must provide comprehensive reporting, including Account Acknowledgment Reports, Monthly Statements, and online portal access for account monitoring. An optional forensic services component allows vendors to conduct in-depth analytical studies of delinquent receivables, including asset searches and fund tracing.
