About this opportunity

The City of Olathe, Kansas, through its Procurement Division, is seeking Debris Management Services for the Public Works Department via a Request for Proposals (RFP) released on November 17, 2025, with proposals due by January 5, 2026, at 10:00 AM CST. The procurement aims to establish a contract with one or multiple contractors to provide both emergency and non-emergency debris removal services, including vegetative debris removal, tree pruning, stump grinding, and clearing operations within the city's maintained rights-of-way and drainage easements. Contractors must haul collected debris to the City of Olathe Compost Facility and be prepared to respond to emergency requests within four hours and complete maintenance work within five business days. The anticipated contract term is three years with potential two one-year extensions, and services will be awarded on an as-needed basis. Proposal evaluation will be based on qualifications and experience (35 points), performance capability (30 points), schedule and operations (20 points), and fee schedule (15 points), with contractors required to provide all necessary labor, materials, and equipment.

The contract will be funded through Federal Emergency Management Agency (FEMA) financial assistance, which subjects contractors to comprehensive federal compliance requirements, including Title VI of the Civil Rights Act, Equal Employment Opportunity provisions, and debarment certification. Contractors must maintain specific insurance coverage, including $1,000,000 per occurrence Commercial General Liability, $500,000 combined single limit Business Automobile Insurance, and statutory Workers' Compensation limits. Emergency service equipment requirements include a three-person crew with a 40-cubic-yard grapple truck, 60-foot bucket truck with 10-cubic-yard chipper, 65 horsepower stump grinder, and 80 horsepower brush chipper. Non-emergency services require a one-person crew with a 15-foot grapple truck. While no specific set-aside designations are mentioned, contractors must be familiar with federal, state, county, and municipal regulations, including FEMA, EPA, RCRA, and OSHA guidelines. The contract does not specify a precise budget range, but the comprehensive equipment and service requirements suggest a significant investment in debris management capabilities.
