About this opportunity

The Illinois State Police is procuring registration for 135 officers to attend the Illinois Homicide Investigators Association Annual Training Conference on October 13–15, 2026, under a small purchase with sole source conditions, with the solicitation due August 10, 2026. This is a sole-source procurement — the Illinois Homicide Investigators Association is identified as the only vendor, and the State determined through research by the Division of Academy and Training's In-Service Training Team that no alternative training of comparable quality and price exists.

The training is mandatory for officers to maintain Lead Homicide Investigator certification under 50 ILCS 705/10.11, which designates who may serve as lead investigators on homicide cases. The conference will deliver at least 14 hours of Illinois Law Enforcement Training and Standards Board–certified instruction in homicide and criminal investigation techniques. Attendees span the Division of Criminal Investigations (100 officers), Division of Internal Investigation (23), Division of Forensics (10), Division of Academy (1), and Office of the Director (1). The conference is held at the Westin Chicago Northwest Hotel and Conference Center.

The estimated contract value is $39,825.00 for the 135 registrations. The contract term runs through June 30, 2027, with a maximum initial term not to exceed ten years including renewal periods or extensions. No subcontractors are permitted. The vendor must maintain commercial general liability of $1,000,000 per occurrence and $2,000,000 annual aggregate, auto liability of $1,000,000 per occurrence, and workers' compensation insurance as required by law. Invoices must be submitted to the Illinois State Police, attention Kaitlin Poe at 3700 East Lake Shore Drive, Springfield, Illinois 62712-8609, by July 31 following each contract year. The State retains the right to terminate for convenience with 30 days' notice or for cause immediately. The Illinois State Police has attended this conference for at least seven years under prior fiscal-year purchases.
