About this file
This is a Small Purchase with Sole Source Conditions form submitted by the State of Illinois Chief Procurement Office on behalf of the Illinois State Police (ISP) for registration fees to attend the 2026 Illinois Homicide Investigators Association (ILHIA) Annual Training Conference. The procurement requests to send 135 Illinois State Police officers from the Division of Criminal Investigation, Division of Internal Investigation, Division of Forensic Services, Division of Academy and Training, and Office of the Director to the conference scheduled for October 13-15, 2026. The training will provide 14 hours of Illinois Law Enforcement Training and Standards Board (ILETSB)-certified instruction covering homicide and criminal investigation techniques led by experienced instructors from across the country. This certification is mandatory for officers to maintain Lead Homicide Investigator certification as required under 50 ILCS 705/10.11, which designates who may serve as lead investigators on homicide cases.
The estimated contract value is $39,825.00 for the 135 officer registrations. The Illinois Homicide Investigators Association is identified as the sole vendor, and the procurement qualifies for sole source conditions because no alternative training of comparable quality and price was identified through research conducted by the Division of Academy and Training's In-Service Training Team. ISP has historically attended this conference for at least seven years, with documented purchases in prior fiscal years (FY26 P-84286, FY25 P-71590, FY24 P-55992, FY23 P-50787, FY22 P-42126). The lack of approval would prevent homicide investigators from obtaining required annual certification hours, rendering ISP officers ineligible to serve as lead investigators in homicide investigations and compromising the Division of Internal Investigation's ability to investigate internal homicides.

Answer: The Illinois State Police Division of Criminal Investigation, Division of Internal Investigation, Division of Forensic Services, Division of Academy and Training, and Office of the Director request to send 135 officers to the 2026 Illinois Homicide Investigators Association (ILHIA) Annual Training Conference. The primary goal of the ILHIA is to support law enforcement officers and prosecutors by providing professional training, leadership, and resources essential to solving homicide cases and criminal investigations. This Conference will provide attendees with main and breakout sessions focusing on some of the most crucial aspects of homicide and criminal investigations. Instructors from across the country with years of investigative experience will provide practical information for those assigned to investigate homicides, violent crimes, and other criminal offenses. Training provides (14) hours of ILETSB-certified training, which is needed annually to remain Lead Homicide certified.
Answer2: Online research was done by the Division of Academy and Training's In-Service Training Team to locate a similar training which is as good or better for the price. No such training could be identified.
Answer3: Homicide Investigators will not have access to advanced training and be unable to maintain their hours for lead homicide certification. Per 50 ILCS 705/10.11, only law enforcement officers who have successfully completed the Lead Homicide Investigators certification may be assigned as lead investigators in homicide investigations. The Division of Internal Investigation (DII) also has the duty of investigating all internal homicides. Therefore, if we cannot keep our officers certified, our officers cannot work as the lead investigator on homicide investigations.
