About this opportunity

The University of Central Florida (UCF) has issued an Invitation to Negotiate (ITN 2025-12DCSA) seeking comprehensive technical assistance and continuous improvement support services for the Community Partnership Schools (CPS) strategy within the UCF Center for Community Schools, with services to be delivered across up to 50 CPS sites throughout Florida. The primary objectives include advancing the implementation and effectiveness of the CPS strategy through a data-driven continuous improvement model. Key deliverables include monthly virtual coaching sessions for CPS directors, monthly train-the-trainer sessions with UCF Center for Community Schools staff, deployment of standardized data collection tools, bi-annual in-person convenings, annual data-informed summits, monthly service provision reports, quarterly updates with annual executive reports, and a final strategic playbook supporting transition to a sustainable internal model. Qualified suppliers must demonstrate experience and expertise in technical assistance and continuous improvement methodologies, with demonstrated success working with school-based community partnerships. Evaluation will be weighted across five criteria: proposer experience and qualifications (20 points), project staff qualifications and experience (20 points), overall responsiveness to scope and project approach (30 points), overall pricing (20 points), and conformance to ITN preferred conditions and requirements (10 points). Written questions are due Friday, May 1, 2026, at 12:00 p.m. EST, with proposals submitted via the Bonfire Web Portal due Thursday, May 21, 2026, at 3:00 p.m. EST, coinciding with a mandatory Zoom bid opening. The resulting contract will commence on or about July 1, 2026, and conclude on June 30, 2028, with renewal options not to exceed five years or twice the original term.

No specific set-asides for disadvantaged enterprises, minority-owned businesses, or other designated categories have been identified in the solicitation documents. The ITN contains no reference to incumbent contractors or existing vendors currently providing similar services. Suppliers must comply with all Florida state law, UCF policies, and federal compliance requirements, including E-Verify registration, background checks for applicable personnel, export control compliance, and public records law obligations; all respondents must submit a properly executed W-9 form and obtain a certificate of good standing from their state of residence prior to contract execution. Pricing shall be submitted as a fixed fee with itemized billing rates for various personnel and ancillary expenses, though the University will not reimburse travel, meals, or lodging costs, and travel expenses must comply with State of Florida rates per Section 112.061, Florida Statutes. No specific budget amount or award value range has been disclosed in the available solicitation documents. UCF reserves the right to award to one or multiple respondents whose offer represents the best value without obligation to award based on lowest cost, and may reject offers if agreement on terms and conditions cannot be reached within a reasonable timeframe determined by the University.
