About this opportunity

The Town of Palm Beach, Florida is soliciting competitive bids for the rehabilitation of two critical municipal pump stations: the D-17 Stormwater Pump Station and E-13 Wastewater Pump Station, located near Clarendon Avenue and the Intracoastal Waterway. This Invitation to Bid (ITB) is exclusively available to firms prequalified through the Town's RFQ No. 2022-06, with a comprehensive scope of work involving structural, mechanical, electrical, and infrastructure improvements. The project requires complete rehabilitation including demolition, utility relocations, pump and equipment replacements, electrical system upgrades, and full site restoration, with the critical requirement of maintaining continuous pump station operations during the rehabilitation process. A non-mandatory virtual pre-bid meeting will be held on October 14, 2025, at 9:30am via Microsoft Teams, and the final bid submissions are due by November 3, 2025, through the Euna Procurement online platform. The Town will award the contract to the lowest responsive and responsible bidder, with an Engineer's Opinion of Probable Cost (EOPC) of $3,581,295.00, evaluating bids based on meeting project requirements and serving the Town's best interests.

This procurement is strictly limited to prequalified pump station vendors from the Town's existing vendor list, with no specific set-aside designations for disadvantaged enterprises mentioned in the documentation. Bidders must comply with extensive requirements, including providing comprehensive insurance coverage (with specific limits for General Liability, Professional Liability, and Business Auto Liability), electronic bonding through Surety2000, and adherence to Florida Statutes regarding public records and foreign entity compliance. Contractors must also execute the work while maintaining pumping capacity, implementing temporary bypass systems, and coordinating with Florida Power & Light for new electrical service connections. The project includes technical components such as installing new pumps, piping, electrical systems, control panels, SCADA programming, and an outdoor backup generator. Potential financial implications include liquidated damages calculated according to FDOT schedules, with daily charges varying based on the contract's original amount, and the Town reserves the right to recover costs associated with any project delays or defaults.
