About this opportunity

The Clinch Valley Soil and Water Conservation District (CVSWCD) is seeking qualified contractors to perform invasive tree and brush removal services for the Town of Lebanon in Scott County, Virginia. The project, funded through an Urban & Community Forestry Grant, requires removing approximately 80-90 invasive trees, including Bradford Pear Trees, Autumn Olive, and Cedar from town-owned property. Contractors must cut and remove trees using methods such as chipping, hauling off-site, or forestry mulcher, with a requirement to treat remaining stumps using herbicide to prevent regrowth. While certified Herbicide/Pesticide Licensing is preferred, it is not mandatory. Most trees are accessible by skid steer or small excavator, with some hand cutting potentially required. The bid submission deadline is March 13, 2025, at 8:00 AM, with work to be completed between March 24th and May 30th, 2025. Interested contractors can schedule a pre-bid site visit by contacting Jeff Mutter at (276) 206-6534. Bids can be submitted in person at the CVSWCD office in Lebanon, VA, or through the eVA Procurement website.

No specific set-aside designations or restrictions on responding organizations were explicitly mentioned in the procurement documents. The contract does not appear to have provisions for disadvantaged enterprises or specific vendor type requirements. No incumbent vendors were identified in the available materials. The project represents Phase I of a multi-phase initiative to create a community-centered urban forest trail, with the current scope focused on invasive species removal. While no specific budget range was provided, the bid worksheet allows contractors to itemize materials, labor, and miscellaneous expenses. CVSWCD is a tax-exempt entity and will provide Form ST-12 upon request. Ineligible expenses include machinery purchases, construction costs, food/beverages, gift cards, and invasive plant materials. The winning contractor will have 5 business days to accept or reject the awarded contract after notification. The project is funded through a grant from the Virginia Department of Forestry, suggesting potential budgetary constraints tied to grant specifications.

Remove invasive plant species, including but not limited to, Bradford Pear Trees, Autumn Olive, and Cedar on property owned by the Town of Lebanon. Approximately 80-90 trees in various sizes will need to be cut and removed (chipped and hauled off site, or use of a forestry mulcher are acceptable). Any stumps left in the ground should be grubbed, grounded, or properly treated with a herbicide mixture to discourage regrowth. Certified Herbicide/Pesticide Licensing from the State of Virginia is required for any contractor(s) who plan to use herbicides. Both mechanical and/or chemical methods are acceptable. Majority of trees and brush are accessible with skid steer or smaller excavator, but some hand cutting may be required. If you wish to see the property before bidding, please contact Jeff Mutter at (276) 206-6534 to schedule an appointment.
