About this file

This is a bid worksheet for invasive tree removal issued by the Clinch Valley Soil & Water Conservation District (CVSWCD) in Lebanon, VA, supported by a Virginia Department of Forestry Urban & Community Forestry Grant. The project involves removing 80-90 invasive trees, including Bradford Pear Trees, Autumn Olive, and Cedar from Town of Lebanon property. Work includes cutting, removing, and treating stumps with herbicide, with completion required between March 24th and May 30th, 2025. Bids must be submitted by March 13th, 2025, at 8:00 AM either in person, by mail to the CVSWCD office, or through the eVA Procurement website. The winning contractor will have 5 business days to accept or reject the awarded contract.

The bid worksheet includes spaces for contractors to detail materials, labor, and miscellaneous expenses, with a tax exemption noted for CVSWCD. The work requires access via skid steer or small excavator, with some hand cutting necessary. While herbicide/pesticide certification is preferred, it is not mandatory. Ineligible expenses include machinery purchases, construction costs, food, beverages, gift cards, and invasive plant materials. Site visits are available by appointment with Jeff Mutter, the project contact.

Scope of Work
Clinch Valley SWCD was awarded the Urban & Community Forestry Grant by the Virginia Department of Forestry to remove invasive plant species, including but not limited to, Bradford Pear Trees, Autumn Olive, and Cedar on property owned by the Town of Lebanon. Approximately 80-90 trees in various sizes will need to be cut and removed (chipped and hauled off site, or use of a forestry mulcher are acceptable). Any stumps left in the ground should be properly treated with a herbicide mixture to discourage regrowth. Certified Herbicide/Pesticide Licensing preferred but not required. Majority of trees and brush are accessible with skid steer or smaller excavator, but some hand cutting may be required. If you wish to see the property before bidding, please contact Jeff Mutter at (276) 206-6534 to schedule an appointment.
