The project requires removal of 80-90 invasive trees including Bradford Pear, Autumn Olive, and Cedar from Town of Lebanon property. Contractors must cut and remove trees through chipping, hauling off-site, or forestry mulching, with proper stump treatment required. Commercial Pesticide/Herbicide Licensing from Virginia is required for herbicide treatments. The work involves using skid steers or small excavators, with some hand cutting potentially needed. Bids are due March 13th, 2025 at 8:00 AM, with work to be completed between March 24th and May 30th, 2025. Pre-bid site visits can be arranged through Jeff Mutter at (276) 206-6534.

The bid worksheet provides sections for itemizing materials, labor, and miscellaneous expenses, with CVSWCD being a tax-exempt entity (Form ST-12 available upon request). Ineligible expenses include machinery purchases, construction costs, food/beverages, gift cards, and invasive plant materials. The winning bidder will have 5 business days to accept or reject the contract after notification. Bids can be submitted in person at the Lebanon, VA office or through the eVA Procurement website. The document includes no specific budget parameters or set-aside requirements, and there is no mention of incumbent contractors.

Invasive Tree and Brush Removal Bid Sheet

Clinch Valley SWCD was awarded the Urban & Community Forestry Grant by the Virginia Department of Forestry to remove invasive plant species, including but not limited to, Bradford Pear Trees, Autumn Olive, and Cedar on property owned by the Town of Lebanon. Approximately

80-90 trees in various sizes will need to be cut and removed (chipped and hauled off site, or use of a forestry mulcher are acceptable). Any stumps left in the ground should either be mulched, grubbed, or treated with herbicide. Commercial Pesticide/Herbicide Licensing from the State of Virginia is required for contractors who use herbicide treatments. Majority of trees and brush are accessible with skid steer or smaller excavator, but some hand cutting may be required. If you wish to see the property before bidding, please contact Jeff Mutter at (276) 206-6534 to schedule an appointment.

Ineligible expenses include the following: machinery purchases, construction costs, food or beverages, gift cards, plant material classified as "invasive", or any other expenses not approved by Clinch Valley SWCD grant manager(s) or the Urban & Community Forestry Program Manager.

Open to responsible bidders that intend to do the work with professionalism and good workmanship. All bids must be fully completed upon submission; incomplete bid submissions will not be considered. Clinch Valley SWCD reserves the right to accept or reject any or all bids received.
