About this opportunity
The Texas Health and Human Services Commission is requesting bids on custom window envelopes under IFB HHS0011961-2, with responses due May 5, 2022, at 10:30 a.m. Central Time. Note: the posted date of August 31, 2026, conflicts with the response due date of May 5, 2022; the source materials indicate this is a historical procurement posted in April 2022.
The scope comprises 152,500 units of 9 × 12 inch, 28# brown kraft envelopes with latex gumming, no printing, and a special poly window positioned 0.5 inches from the left and 7 5/8 inches from the bottom, with window dimensions of 1 3/4 inches by 3 5/8 inches. The brown kraft material specification is mandatory—the envelopes must be heavy enough to prevent visibility through the paper for handling confidential vital records information, and the window positioning must ensure only mailing information is visible. All deliveries must be made to the HHSC Print Shop at 12300 Technology Blvd, Austin, Texas 78727, with an estimated delivery window of 14 days after purchase order receipt. Deliveries are constrained to 8:30 a.m. to 4:00 p.m., excluding 11:00 a.m. to 12:30 p.m.
Pricing must be submitted as firm, fixed prices on the provided Exhibit D Pricing Sheet on an F.O.B. Destination basis with freight prepaid and included in the unit price. Price adjustments during the contract term are permitted only at HHSC's sole discretion and only when correlated with the Consumer Price Index or supported by Federal Minimum Wage Rate increases. The contract term is effective upon purchase order issuance and expires when all products have been delivered; HHSC makes no guarantees of volume or usage.
HUB Subcontracting Plans are encouraged but not required. Texas bidder preferences are available under Texas Administrative Code Title 34, Part 1, Chapter 20, and service-disabled veteran-owned business preferences also apply where qualifying vendors respond. Evaluation will be based on ability to meet specifications, delivery requirements, and price, with HHSC reserving the right to make single or multiple awards. Questions were due April 27, 2022, with responses posted April 28, 2022. The anticipated contract start date was May 6, 2022.
