About this opportunity

The Commonwealth of Kentucky's Office of Vocational Rehabilitation issued Request for Bid (RFB) 758 2300000270 on November 14, 2022, for the procurement of one custom mobile dog grooming salon to be delivered to Jessamine County. The solicitation seeks a complete turnkey solution consisting of a 2022 dual axle trailer (Model U-716TA35 or approved equal) measuring 7 feet by 18 feet with aluminum exterior and white fiberglass reinforced plastic interior walls, along with integrated grooming equipment and an Arctic King 8000 BTU window air conditioner. Required equipment includes a stainless steel 4-foot grooming tub with door, hydraulic grooming table with adjustable height ranging from 21 to 36 inches, professional flex spray hose, exterior warm water bath hose, pantry, tool box, wall cabinet, aluminum camper door, 3-speed roof vent, CO2 detector with strobe, cages, and a DuroMax 9K inverter-style generator. The air conditioner must feature voice control capability, multiple cooling and fan speeds, energy saver feature, remote control, sleep mode with 24-hour timer, and washable filter. All equipment must be delivered and installed at 47 Ravenwood Estates, London, Kentucky 40741, with delivery and installation costs included in the bid offer. Written questions were due November 21, 2022, at 10:00 a.m. ET, and the original bid closing date of November 28, 2022, at 1:30 p.m. ET was extended to December 2, 2022, at 1:30 p.m. ET through Addendum No. 1. Bidders must submit responses electronically through the Kentucky Vendor Self Service portal and must be registered in the Commonwealth eProcurement System prior to submission, with registration requiring 24 to 48 hours. Award will be determined on a best-value basis using a scoring methodology allocating 90 points to price (lowest bidder receives maximum points with subsequent bidders scored proportionally) and 10 points to delivery time in working days (bidder offering lowest delivery time receives maximum points), with a one percent daily deduction applied to invoices for each day delivery extends beyond the contracted date. Bidders proposing alternate brands or specifications must submit descriptive literature for equality verification, with failure to provide sufficient documentation resulting in non-responsive bids. All pricing must exclude federal excise tax and Kentucky sales or use tax, and proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date.

Kentucky resident bidders receive reciprocal preference consideration, and qualified bidders including Kentucky Industries for the Blind and nonprofit agencies serving individuals with severe disabilities receive preference equal to 15 to 20 percent of maximum points. All vendors must comply with Kentucky campaign finance laws, demonstrate sales and use tax registration with the Kentucky Department of Revenue, maintain non-delinquency on state taxes and fees, and abstain from boycotts of jurisdictions with which Kentucky maintains open trade. Vendors must submit a completed Annual Affidavit for Bidders, Offerors, and Contractors under penalty of perjury, provide Kentucky tax registration documentation through Revenue Form 10A100, furnish Certificates of Authority for foreign entities, and submit Equal Employment Opportunity forms prior to award. The solicitation requires bidders to bid all line items on a group-all basis; failure to do so results in deemed non-responsive status. Instruction and operating manuals must be furnished for all installed equipment. No initial contract period, renewal options, estimated quantities, or specific budget allocation are disclosed in the solicitation documents; however, the Commonwealth reserves the right to cancel the solicitation if responses exceed available funding. Past vendor performance may be considered in award determination.
