About this opportunity
The City of Dodgeville and Dodgeville Public Library in Jackson County, Wisconsin are soliciting competitive bids for custom casegoods as part of their new library building project. The procurement involves the design, fabrication, delivery, and installation of five custom furniture pieces: two catalog stands (CAT-1 and CAT-2), two double-faced easy bins (EB-1), and one self-check stand (SC-1). The catalog stands feature plastic laminate or oak veneer construction with dimensions ranging from 25"W x 30"D x 34"H to 36"W x 24"D x 30"H, while the easy bins measure 26"H x 42"W x 28"D with heavy-duty locking casters and the self-check stand measures 36"W x 30"D x 30"H with oak veneer construction. Bidders must demonstrate a minimum of five years of documented experience in custom furniture fabrication and installation of similar components, with shop locations required to be within 400 miles of the project site. All custom casegoods must comply with AWS Premium Quality Standards and include specified materials such as MDF or plywood cores with oak or maple veneer faces, catalyzed lacquer or transparent finishes matching architect samples, and specified hardware including Grass Nexis hinges, EPCO edge pulls, and Doug Mockett grommets. Successful vendors must submit shop drawings within 30 days of contract award, wood finish samples with their initial bid, and two 12" x 24" wood mock-up samples post-award for architect approval before fabrication proceeds. Installation must be completed by August 2026, with the specific installation date to be determined by the Library. The bid package was issued on January 22, 2026, with questions due by February 5, 2026, an addendum with responses posted by February 11, 2026, bid submissions due via email by February 19, 2026, and award notification expected February 27, 2026.
The procurement is subject to the Wisconsin Flexible Facilities Program (FFP) Project Contract Terms & Conditions, which is funded by the U.S. Department of Treasury's Capital Projects Fund and imposes extensive federal compliance obligations on all contractors, including adherence to 2 CFR Part 200 (Uniform Guidance), debarment and suspension requirements through SAM.gov, lobbying restrictions, and domestic preference expectations for American-manufactured products. Labor requirements mandate fair wage practices with a minimum hourly rate of $17.75 per hour for laborers and mechanics not covered by collective bargaining agreements, comprehensive payroll documentation and reporting, and contract work hour standards for projects exceeding $100,000. Civil rights compliance is mandatory under Title VI of the Civil Rights Act, Executive Order 11246, and Wisconsin Statute 16.765, requiring nondiscrimination provisions and affirmative action commitments. The contract terms also require consideration of small businesses, women-owned, minority-owned, and disabled veteran-owned businesses. All subcontracts exceeding $10,000 must include termination for cause and convenience provisions and comply with the same federal and state requirements as prime contracts. The awarded vendor must provide performance and labor/material payment bonds if requested by the owner and is required to maintain records for three years, with the State of Wisconsin and the Government Accountability Office permitted to conduct audits and inspections. Custom products are warranted against defective workmanship for one year from substantial completion or final acceptance, though no specific award value or budget range is disclosed in the available bid package documentation.
