About this file

This document is a Request for Information (RFI) responses summary issued by Hammel, Green and Abrahamson, Inc. (HGA) on behalf of the Dodgeville Public Library in Jackson County, Wisconsin, addressing bidder questions regarding the Furnishing Bid Package for the library's new building project. The RFI responses clarify submission requirements and product specifications across three distinct packages: Furniture Package, Shelving Package, and Custom Casegoods. Key dates include a question submission deadline of February 5, 2026, the RFI responses posted on February 11, 2026, bid submissions due via email by February 19, 2026, and award notification expected February 27, 2026. The procurement seeks a full turnkey single-vendor award for each of the three packages, with the target installation beginning August 15, 2026. The RFI addresses critical specifications including fabric selections, finishes, hardware components, and delivery logistics, with responses indicating that alternates are not accepted for the Furniture Package and Custom Casegoods, while approved equal alternates are accepted for the Shelving Package.

The RFI responses establish that bidders must submit pricing using the provided bid form, with labor to be performed on a non-union basis and freight costs to be included in a summary sheet line item. Submittals of shop drawings, warranties, and product samples are required post-award rather than with initial bids, with successful vendors expected to provide wood finish samples and mock-up samples for architect approval. Documentation requirements include overview of available warranties and dealership servicing offerings with the initial submission, followed by complete PDF warranties and product cutsheets by project closeout. All custom casegoods bidders must demonstrate a minimum of five years of documented experience in custom furniture fabrication with shop locations within 400 miles of the project site. The contract is subject to the Wisconsin Flexible Facilities Program (FFP) Project Contract Terms & Conditions, funded by the U.S. Department of Treasury's Capital Projects Fund, and imposes federal compliance obligations including fair wage practices with a minimum hourly rate of $17.75 per hour for non-union laborers and civil rights compliance requirements under Title VI of the Civil Rights Act and Executive Order 11246.

DODGEVILLE PUBLIC LIBRARY - FURNISHING BID PACKAGE RFIs

FEBRUARY 11, 2026

Base Bid Part I: From Christina @ TMC: The Potting Shed has an open floor. It is pictured with an optional upholstered floor pad/cushion. There is a wood finish selected for this piece. Could I get a fabric selected, if they do indeed want an upholstered pad there? We can grade anything in or do COM, but our partners (for discounted pricing) are CF Stinson and Momentum. I have our fabric testing list attached for reference, for a fabric selection. This list is updated monthly, so should have more options also Feb 2nd, if needed.

Omitted the Base/Floor Material currently shown and proceed with an open floor (no upholstered pad). See updated package.

What deliverables are required for the submittal portion in regards to 1.6 Shop drawing, 1.7 Product Data and Equipment Brochures and 1.8 Samples?

Submittals are anticipated of awarded vendor after a confirmed dealership is selected. Shop drawings are only anticipated for modified/unique products when applicable. Product Data & Samples are asked to be gathered to support two needs:

- in preparation for providing Owner's Manual for closeout

- visual confirmation dealership's order is consitent with specifications & original design intent.

HGA/DPL is flexible as to how this may be delivered to not create extra/duplicative work.

Do dealers need to include labor for 1.5 B? Our concern is double handing furniture and the process creates risk for damage to the final location.

General Intent here is as follows: No products will be recieved on site in advance of scheduled install. No notable staging area for unpackaging products is promised, please plan accordingly as the site may be busy and occupied by multiple vendors. ALL packaging/garbage shall be taken off-site/managed by installers. NO dumpster will be available for installer use. (There are less concerns regarding off-gassing for this particilar project).

Can Dodgeville Public Library provide tax exempt documentation?

Yes, library can provide.

Do you anticipate the FFE package be awarded to single dealership or by vendor?

Single vendor for each package (Furniture, Shelving, Custom Casegoods).

How do you prefer to include dealer services- Delivery and Installation by vendor? Is it possible to add an installation line to each of the vendor schedules?

Updated bid form coming as part of Addendum/Posting. Please try to utilize as presented; you are welcome to submit your own quote form/format in duplicate if desired.

For items we cannot bid, would you like an alternate or no bid?

Alternates are not accepted. Please leave products with no bid.

When is the PO expected?

PO's can take place as early as March 2026. Target installation begins August 15, 2026.

CH-6b: original fabric denied, has a new fabric been selected?

Gemma Multi by Sander Lak in Courgette Reverse (GR D) for CH-6c. See updated package. (Note Chair CH-6b is understood to include an approved textile)

Has an addendum to the TMC furniture been issued as there were questions from the manufacturer?

Omitted the Base/Floor Material currently shown and proceed with an open floor (no upholestered pad). See updated package.

CH-2c: Please clarify latte plastic shell color on bid specs, should it be orange to match fabric? Updated to orange shell - see updated package.
