About this opportunity

The State of Maine Department of Administrative and Financial Services, Bureau of General Services, Division of Purchases is requesting quotations for custodial and janitorial services at the Maine Drug Enforcement Agency facility in Thomaston under RFQ 2015A-18A-150417-852, with quotations due May 1, 2015 and a facility walkthrough strongly encouraged on April 24, 2015 at 9:30 a.m. This procurement is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2 — a hard eligibility gate.

The scope covers approximately 2,400 square feet of office space with weekly cleaning (one day per week, 9:00 a.m. to 4:00 p.m.) plus monthly, quarterly, and annual tasks including high-level dusting, professional carpet cleaning, window washing, light fixture cleaning, and floor refinishing. The contractor must furnish all supplies and equipment, including a commercial/industrial HEAP-filtered vacuum and self-contained carpet cleaning equipment, and must maintain working supervision or supervisory oversight of employees.

The anticipated contract term runs from July 1, 2015 through February 28, 2018 (31 months) with optional renewal periods of one year and seven months subject to funding availability and satisfactory performance. Bidders must submit a fixed monthly price for the entire contract period, an hourly labor rate for supplemental services, and the number of full-time equivalents guaranteed for daily custodial work. The previous contract holder was Brenda Calderwood of KEAG Cleaners at $136.00 per month. The contractor must maintain liability insurance with the Maine Division of Leased Space named as additional insured, submit all personnel to background checks, and comply with non-disclosure requirements. Quotations are submitted through the State of Maine's Advantage Vendor Self Service electronic procurement system. Evaluation is based on best value considerations — pricing and demonstrated ability to fulfill all contractual duties.
