About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Department of Marine Resources facility at 22 Coaling Station Lane, Lamoine, under RFQ 13A 171214-309, with quotations due December 29, 2017. Bidders are restricted to certified Work Centers as defined in 5 MRSA 1826-B.2 — a mandatory eligibility gate.

The scope covers approximately 2,350 square feet across two buildings (Water Quality Building and Marine Patrol building) with cleaning scheduled once weekly on Fridays beginning at 3:00 p.m. Services include daily restroom cleaning, floor care, carpet and mat maintenance, waste and recycling removal, and monthly and quarterly deep-cleaning tasks. The contractor must furnish all labor, equipment, supplies, supervision, and materials; maintain commercial general liability and automobile liability insurance of $300,000 per occurrence with the Department named as additionally insured; and conduct state-approved background checks on all personnel, including management, ownership, and subcontractors prior to facility access. Subcontractors may perform no more than 15 percent of contracted work and must maintain equivalent insurance. The contractor must designate a responsible supervisor and maintain 24-hour contact availability with the Agreement Administrator.

The previous contractor, Peace of Mind Opportunity Services, LLC, was paid $8,040 annually. The initial contract term runs January 1, 2018 through December 31, 2018, with two optional one-year extension periods through December 31, 2020. Evaluation is based on calculated total three-year cost; Work Centers meeting fair-and-reasonable-pricing criteria receive award preference. The State reserves the right to reject low-cost bidders with documented poor performance in the past five years.

A non-mandatory bidder walk-through was held December 20, 2017 at 10:00 a.m. Questions must be submitted through Maine's AdvantageME e-Procurement system no later than forty-eight hours before closure. Bid prices must remain firm for 180 days. All bids must include completed Appendices A and C; incomplete bids may be rejected.
