About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Purchases, is requesting quotations for custodial services at the Ferry Service Crew Quarters on North Haven Island, with quotations due July 5, 2016, at 2:00 p.m. EST. This solicitation is restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, a hard eligibility filter.

The scope covers cleaning and maintenance of approximately 1,300 square feet including restrooms, common areas, kitchen facilities, and sleeping quarters. Weekly tasks include hygienic restroom cleaning, floor maintenance, kitchen sanitization, dusting, and bed changes with fresh linens. Monthly work includes furniture vacuuming, hood cleaning, floor scrubbing, and facility inspections. Semi-annual and annual tasks encompass window cleaning, light fixture maintenance, blind cleaning, and appliance deep cleaning. The contractor must furnish all cleaning equipment, including a commercial vacuum with HEPA filter and carpet cleaning equipment capable of 50 PSI, while the State provides all cleaning supplies and materials. Subcontracting is limited to no more than 15 percent of total work.

The contract term runs from August 1, 2016, through July 31, 2017, with two optional one-year renewal periods extending through July 31, 2019. Bidders must provide monthly and annual pricing for base custodial services and an hourly labor rate for supplemental services. Background checks are required for all contractor personnel prior to facility access. The contractor must maintain comprehensive insurance coverage including workers' compensation and commercial general liability and automobile liability of $300,000 per occurrence, with the State named as an additional insured. Award decisions will be made on a best-value basis considering price, specifications compliance, and ability to fulfill duties. The State reserves the right to reject the lowest bid if the contractor has had a contract terminated or not renewed due to documented poor performance within the past five years. A mandatory facility walk-through was scheduled for July 1, 2016, at 11:15 a.m.
