About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Ferry Service Crew Quarters in Vinalhaven, Maine under RFQ 17A 190805-032WC, with quotations due August 13, 2019 at 4:00 p.m. EST. This solicitation is restricted exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2, a decision-flipping eligibility requirement.

Services cover a 600-square-foot work space at the North Haven ferry crew quarters, performed one day per week on Tuesdays (the crew changeover day) unless modified by the Agreement Administrator. The scope includes routine cleaning and maintenance — restroom sanitation, floor care (sweeping, mopping, scrubbing, waxing, buffing), carpet shampooing, window and glass cleaning, dusting, light fixture maintenance, trash and recycling removal, and furniture cleaning — with frequencies ranging from daily to annual tasks. The contractor must supply all labor, equipment, supervision, tools, and cleaning supplies are furnished by the Department. No more than 15 percent of contract work may be subcontracted. Personnel must pass background checks and receive identification nametags.

The contract term runs November 1, 2019 through October 31, 2020, with three optional one-year renewal periods available through October 31, 2023. The previous contractor, Patricia Sparhawk, received $425.00 monthly. Bidders must submit a monthly rate for routine tasks, separate per-occurrence pricing for semi-annual work (March, September, April, October), and an hourly labor rate for supplemental services outside contract scope. The contractor is responsible for employee transportation to and from North Haven Island. The contractor must carry commercial general liability insurance of $300,000 per occurrence and workers' compensation and employer's liability coverage. Awards will be made on best-value basis to the certified Work Center submitting the most advantageous bid, provided costs are deemed fair and reasonable compared to non-Work Center market rates. A pre-bid facility tour is scheduled for August 9, 2019 at 10:30 a.m.
