About this opportunity
The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations for custodial services at the Ferry Service Crew Quarters on North Haven Island in Vinalhaven, Maine, with quotations due September 23, 2019 at 4:00 p.m. Eastern Standard Time, and a mandatory pre-bid facility tour on September 18, 2019 at 2:00 p.m.
The scope covers approximately 600 square feet of space with service performed one day per week on Tuesdays (crew changeover day). Required tasks include daily restroom sanitation, waste removal, floor cleaning, kitchen sanitization, dusting, plant watering, and weekly bed linen laundering, plus monthly and bi-annual specialized cleaning (window washing, appliance maintenance, deep cleaning). The provider must furnish all labor, equipment, supplies, supervision, tools, and materials to professional standards; maintain current Safety Data Sheets for all chemical products; secure and maintain a janitorial storage closet; and conduct bi-weekly facility inspections for the first two months and monthly thereafter. Subcontracting is limited to no more than 15% of contract work. The contractor bears responsibility for employee transportation to and from the island, background checks for all personnel, and appropriate worker identification.
Insurance requirements include workers' compensation and commercial general liability and automobile liability of $300,000 per occurrence each. The previous contractor, Patricia Sparhawk, charged an annual calculated amount of $425.00. The contract term runs November 1, 2019 through October 31, 2020, with three optional one-year extension periods through October 31, 2023. Bidders must submit pricing for monthly recurring tasks and per-occurrence pricing for specialized cleaning services based on a minimum of 52 service days annually, then calculate the total 12-month price across all four contract periods and submit through the State of Maine's Advantage Vendor Self Service electronic procurement system. Preference may be given to companies participating in the pre-bid walkthrough.
