About this opportunity
The State of Maine Department of Administrative and Financial Services, Office of State Procurement Services is requesting quotations for custodial services at the Maine Public Defender's Office in Augusta under RFQ 18A 260928-055, with quotations due October 13, 2026 at 4:00 p.m. EST. This procurement is restricted exclusively to certified Work Centers as defined in 5 MRSA 1826-B.2; only Work Centers on the approved list at bid closing may submit proposals — a hard eligibility gate.
The scope covers approximately 4,090 square feet of office space comprising 410 square feet of hard surface flooring and 3,680 square feet of carpeting at 219 Capitol Street, Suite 1. Custodial services must be performed Monday, Wednesday, and Friday after 5:30 p.m., on a minimum of 156 days per year plus additional days for scheduled floor cleaning tasks. Required routine tasks include preliminary cleaning, restroom sanitation, floor care (sweeping, damp mopping, scrubbing, waxing, buffing), glass and window cleaning, dusting, and trash and recycling removal. Per-occurrence periodic services include washing and cleaning floor mats (4 occurrences), washing interior windows (2 occurrences), and steam cleaning carpet in heavy-traffic lanes and all carpeting (2 occurrences each). The contractor must provide all equipment, supplies, and materials; maintain Workers' Compensation and Commercial General Liability insurance ($300,000 per occurrence); obtain background checks for all personnel; ensure adequate working supervision; and supply a Disaster Recovery Plan. Subcontracting is limited to 15 percent of contract work.
The initial contract term runs November 1, 2026 through October 31, 2027, with four optional one-year renewal periods extending through October 31, 2031. Quotations must include a monthly price for routine tasks, per-occurrence prices for each periodic service, and an hourly labor rate for supplemental services requested on an as-needed basis; bids submitting only an hourly rate will be rejected. A pre-bid facility tour is scheduled for October 6, 2026 at 10:00 a.m. The contract will be awarded based on best value methodology considering price and ability to fulfill contractual duties, provided proposed costs are determined fair and reasonable compared to non-Work Center market rates. The State provides up to four background checks at no cost during the initial period and one additional check during each optional extension.
